2019-ի դեկտեմբերի սկզբին Բրատիսլավայում տեղի էր ունենում ԵԱՀԿ ԱԳ նախարարական խորհուրդը, որտեղ Ադրբեջանը շրջանառության մեջ էր դրել մի փաստաթուղթ՝ Ադրբեջանի մոտեցումները ԼՂ խնդրի կարգավորման վերաբերյալ. Այնտեղ ասվում էր, որ Ադրբեջանը կարծում է, որ նախ պետք է ԼՂ հակամարտության ամենածանր հետեւանքները վերացվեն, որից հետո նոր մնացած հարցերը հասցեագրվեն: Այս մասին, այսօր՝ հունիսի 27-ին, 44-օրյա պատերազմի հանգամանքներն ուսումնասիրող ԱԺ քննիչ հանձնաժողովի նիստում հայտարարեց ՀՀ վարչապետ Նիկոլ Փաշինյանը:
«Դրա իմաստը հետեւյալն էր, որ Հայաստանը պետք է տարածքները վերադարձնի, փախստականները պետք է վերադառնան իրենց տները, որից հետո նոր մնացած հարցերը պետք է քննարկվեն: Մադրիդյան սկզբունքների երեք սկզբունքներն են տարածքային ամբողջականություն, ուժի կամ ուժի սպառնալիքի չկիրառում եւ ազգերի ինքնորոշում: 6 տարրերը հետեւյալն են՝ ԼՂ կարգավիճակը կորոշվի ապագայում տեղի ունենալիք հանրաքվեով, որը կունենա իրավական ուժ, ԼՂ-ը միջանկյալ ժամկետում կստանա միջանկյալ կարգավիճակ՝ ինքնակառավարման համար, տարածքների վերադարձ, փախստականների վերադարձ:

Օրինակ, տեղի է ունենում հանրաքվե, ԼՂ ինքնորոշման իրավունքը լուծվում է, փախստականները վերադառնում են, տարածքները վերադարձվում են: Սա մի սցենար:

2009-2010 թվականներին, երբ Լակվիլայի, եւ Մուսկոկայի հայտարարություններըհնչել են, դրանք բաց դրվել են սեղանին: Հետագա բանակցությունները եղել են, թե որը որից հետո լինի: Այդ ընթացքում ԼՂ միջանկյալ կարգավիճակ ստանալը եւ բովանդակային փոփոխություն է ունեցել, եւ դիրքի: Կոպիտ ասած, առաջին փաստաթղթից տեղափոխվել է երրորդ փաստաթուղթ: Երկրորդը, հանրաքվեն կողմերի միջեւ համաձայնեցված ժամկետներում, որը կարտահայտի ԼՂ ողջ բնակչության ազատ կամարտահայտությունը: Ամբողջ պրոբլեմը սրա մեջ է: 2019-ի դրությամբ ես տեսել եմ, որ այս բաղադրիչների մի այնպիսի դասավորություն, որը 180 աստիճանով հակառակ է մեր պատկերացումներին»,-հայտարարեց Փաշինյանը:
