ԵԽ Նախարարների կոմիտեում Հայաստանը բարձրացրել է Ադրբեջանի կողմից Լաչինի միջանցքի ապօրինի արգելափակման հարցը

Եվրոպայի խորհրդի Նախարարների կոմիտեի հերթական հանդիպմանը Հայաստանի պատվիրակությունը բարձրացրել է Ադրբեջանի կողմից Լաչինի միջանցքի ապօրինի արգելափակման հարցը։ Ինչպես տեղեկացնում է «Արմենպրես»-ը, այս մասին հաղորդագրություն է տարածել Եվրոպայի խորհրդում ՀՀ ներկայացուցչությունը։

ԵԽ-ում Հայաստանի մշտական ներկայացուցիչ, դեսպան Արման Խաչատրյանը նախ ներկայացրել է հունիսի 28-ին Ադրբեջանի կողմից Լեռնային Ղարաբաղում հրադադարի կոպիտ խախտումները և սադրիչ գործողությունները, որի հետևանքով զոհվել է չորս զինվոր։

Ընդգծել է, որ Լաչինի միջանցքի շարունակվող արգելափակումը, միջանցքում բետոնե պատնեշների տեղադրումը, գազի և էլեկտրաէներգիայի մատակարարման խափանումը, ատելության խոսքի և սպառնալիքների միջոցով ԼՂ խաղաղ բնակչության ահաբեկումը միանգամայն վկայում են, որ Ադրբեջանը հետևողականորեն փորձում է էթնիկ զտումներ իրականացնել Լեռնային Ղարաբաղում։

Դեսպան Խաչատրյանը Նախարարների կոմիտեին է ներկայացրել հունիսի 22-ին ընդունված «Լաչինի միջանցքով ազատ և անվտանգ մուտքի ապահովում» ԵԽԽՎ բանաձևը, որով Վեհաժողովն ահազանգում է, որ, ներկա իրավիճակը կայուն չէ և կարող է հանգեցնել նրան, որ Լեռնային Ղարաբաղի հայ բնակչությունը ստիպված լինի լքել իրենց տներն ու համայնքները։ Ընդգծել է, որ Վեհաժողովը կոչ է անում Բաքու-Ստեփանակերտ երկխոսության միջոցով հրատապ հասցեագրել Լեռնային Ղարաբաղի հայ բնակչության իրավունքների և անվտանգության հարցերը, ինչպես նաև Վեհաժողովը պահանջում է հնարավորինս արագ կազմակերպել Եվրոպայի խորհրդի փաստահավաք առաքելություն։

Մշտական ներկայացուցիչ Արման Խաչատրյանը նշել է, որ Լաչինի միջանցքի հարցով Նախարարների կոմիտեին հասցեագրված ԵԽԽՎ խորհրդատվությամբ՝ Վեհաժողովը Նախարարների կոմիտեի ուշադրությունը հրավիրում է Ադրբեջանի միակողմանի գործողությունների հետևանքով ստեղծված Լեռնային Ղարաբաղում բնակվող հայերին առնչվող հումանիտար և մարդու իրավունքների ճգնաժամի վրա։

Հորդորել է Նախարարների կոմիտեին ձեռնարկել հստակ քայլեր՝ ԵԽԽՎ խորհրդատվությամբ բարձրացված խնդիրները հասցեագրելու և Լեռնային Ղարաբաղում մարդու իրավունքների կանխամտածված այս ճգնաժամին արձագանքելու համար:

ԵԽ նախարարների կոմիտեի հանդիպմանը տեղի է ունեցել նաև մտքերի փոխանակում ԵԽԽՎ նախագահ Թինի Քոկսի և Մարդու իրավունքների հանձնակատար Դունյա Միյատովիչի հետ։ Հայաստանի պատվիրակությունն ընդգծել է ԵԽԽՎ և Մարդու իրավունքների հանձնակատարի ներգրավվածության կարևորությունը Լաչինի միջանցքի արգելափակման հետևանքով Լեռնային Ղարաբաղում մարդու իրավունքների և հումանիտար ճգնաժամի հասցեագրման հարցում։
