Ադրբեջանի նախագահ Իլհամ Ալիևը հայտարարել է` եթե Հայաստանը իսկապես խաղաղություն է ուզում տարածաշրջանում, ապա պետք է դուրս բերի` իբր Լեռնային Ղարաբաղում (Արցախի Հանրսպետություն) գտնվող ՀՀ Զինված ուժերը։

ԼՈւՐԵՐ.com-ի հետ զրույցում ռազմական փորձագետ Մհեր Հակոբյանն ասաց, որ այս ամենը, միանշանակ, միջազգային հանրության համար է արվում, ընդ որում՝ Ալիևը օգտվում է նրանից, որ այս պահին բոլորի ուղեղը զբաղված է ուկրաինական պատերազմով և չեն խորանում իրավիճակի մեջ, պաշտոնական Երևանն էլ շատ զգույշ է խոսում։

«Պաշտոնական Երևանը պետք է բոլոր ատյաններում միաբերան գոռա, որ ես այնտեղ զորք չունեմ կամ, եթե պնդում ես, որ զորք ունես՝ դե ապացուցիր։ Երևանը խոսում է շատ զգույշ, ինչ-որ երկրորդական պաշտոնյաների բերանով` միջանցքներում տրված հարցազրույցներում»,- ասաց մեր զրուցակիցը և հավելեց` ցավոք, պաշտոնական Երևանի անատամ արտաքին քաղաքականության հերթական արտահայտություններից մեկն ենք տեսնում այստեղ։

Հակոբյանի խոսքով` Արցախյան երկրորդ պատերազմից հետո Ալիևի բերանում մշտական է այս խոսույթը, այս մի արտահայտությամբ նա մի քանի խնդիր է լուծում։ Նախ, չպահպանելով նոյեմբերի 9-ի հայտարարության դրույթները, մեղադրում է մեզ, այնուհետև, միշտ պատերազմի դուռն է իր համար բաց պահում։

«Իրականության մեջ մենք գիտենք, որ ՀՀ-ի բանակ Արցախի տարածքում չկա, սա միանշանակ է, այսքան աղաղակելով այս թեմայով գոնե մեկ ապացույց չի բերվել պաշտոնական Բաքվի կողմից, որ Արցախի հանրապետության տարածքում այս պահին կան ՀՀ զինված ուժեր, նույնիսկ նախկինում՝ պատերազմից առաջ, մենք մեր իրավաբանական ալիբին ապահովել էինք, երբ ՀՀ բանակի զինծառայողները, որոնք մեկնում էին ծառայելու Արցախ, կամավորության սկզբունքով էին մեկնում, թուղթ էին ստորագրում։ Այսինքն, սա միանշանակ օդից վերցված պնդում է, որը կոչված է սպասարկելու Բաքվի բռնապետի ագրեսիվ նկրտումները»,- ասաց Մհեր Հակոբյանը։

Նա համոզմունք հայտնեց, որ այս ամենը շտկելը ունի բարդ մակարդակներ և մենք պետք է ունենանք ուժեղ պետություն, որովհետև, ինչպես ինքն է նշում, ժամանակակից աշխարհը այնքան անարդար է, որ դու կարող ես ճիշտ լինել, իրավունք ունենալ, բայց այդ իրավունքը չկարողանաս կյանքի կոչել.

«Ուժեղ լինելու համար նորմալ պետությունը պետք է ունենա որակյալ կառավարում, ժողովրդական արժեքներ, ուժեղ տնտեսություն և առողջ հասարակություն։

Ուժեղ պետություն չունենք, որովհետև ժողովրդական արժեքները միայն հայտարարում ենք, բայց փողոցում մարդու արտահայտած բառի համար իրեն ձերբակալում ենք, փաստաբան ենք ծեծում ոստիկանական բաժանմունքներում, անկախ դատական համակարգն ենք ճզմում, գործադիր իշխանությունը վերածել ենք միապետության, օրենսդիր իշխանությունը դարձել է գործադիրի ղեկավարին աստվածացնող կառույց։

Մենք ունենք ուղղակի մի հոգու անձնիշխանություն, որը կարողանում է սոցիալական մանիպուլիացիոն որոշակի հնարքներով շփոթեցնել մարդկանց»,-ասաց նա։
