Տնտեսագետ. Վերին Լարսի թեման քննարկման օրակարգում է

Հայաստանի ու Ռուսաստանի տնտեսական հետաքրքրությունների շրջանակը բավականին լայն է, թերևս սրանով է պետք պայմանավորել նախօրեին ՀՀ վարչապետ Հովիկ Աբրահամյանի և Ռուսաստանի Դաշնության տրանսպորտի նախարար, հայ-ռուսական տնտեսական համագործակցության միջկառավարական հանձնաժողովի ռուսական կողմի համանախագահ Մաքսիմ Սոկոլովի հանդիպումը: Այս մասին Past.am-ի հետ զրույցում ասաց տնտեսագետ Կառլեն Խաչատրյանը: Նրա խոսքերով, հաշվի առնելով մեր երկրների տնտեսական սերտ հարաբերությունները՝ նման հանդիպումները պարբերական են, կազմակերպվում են տարբեր մակարդակներով և քննարկվում են ընթացիկ համագործակցությանը, այդ թվում և ԵԱՏՄ շրջանակերում համագործակցությանը առնչվող հարցեր:
«Գաղտնիք չէ, որ Ռուսաստանը մեր երկրի կարևորագույն տնտեսական գործընկերն է: Թե արտահանման, թե ներմուծման կառուցվածքում Ռուսաստանը առաջնային դիրքում է: Եթե դրան գումարենք նաև Ռուսաստանից Հայաստան եկող մասնավոր տրանսֆերտների ծավալը, չնայած որ վերջին շրջանում դրանք որոշակի անկում են ապրել, պատկերն առավել ամբողջական կդառնա: ԵԱՏՄ-ին մեր երկրի անդամակցմամբ մեր հարաբերությունները էլ ավելի սերտացան: Ինտեգրման հիմնական նպատակն ու գաղափարը տնտեսական համագործակցությունը առավել խորացնելն է և այն բոլորովին նոր հարթություն տեղափոխելը»,- ասաց տնտեսագետը:
Տնտեսագետի խոսքերով, վերջին տարվա ընթացքում երկու երկրների առևտրաշրջանառությունը նվազեց՝ պայմանավորված ռուբլու արժեզրկմամբ, ռուսաստանցիների գնողունակության անկմամբ և այլ գործոններով, ուստի օրինաչափ է երկկողմ բարձր մակարդակով քննարկել առևտրատնտեսական կապերի սերտացման խնդիրները: «Հատկապես կարևոր է Վերին Լարսի անցակետում բեռների և տրանսպորտային միջոցների մաքսային ձևակերպման գործընթացի խնդիրները, որոնց ևս անդրադարձ է կատարվել: Մաքսային ձևակերպման գործընթացի առավել պարզեցումն ու արագացումը էլ ավելի բարենպաստ պայմաններ կստեղծեն երկկողմ առևտրաշրջանառության մեծացման համար:
Կարևոր է նաև այն, որ ռուսական կողմը պատրաստակամություն է հայտնել հնարավորին աջակցություն ցուցաբերել Հայաստան-Իրան երկաթգծի կառուցմանը: Ծրագիրը հսկայական նշանակություն ունի մեր երկրի ենթակառուցվածքների զարգացման տեսանկյունից, բայց և միաժամանակ հսկայական ներդրումներ է պահանջում: Ուստի Ռուսաստանի հետաքրքրվածությունն ու ներգրավվածությունը այս ծրագրին մեծացնում է դրա իրականացման հնարավորությունը: Հայաստան-Իրան երկաթգիծը մեծ խթան կլինի Հայաստանի արտաքին առևտրաշրջանառության ծավալների մեծացման համար և զարգացման ազդակներ կհաղորդի մեր երկրի տնտեսությանը»,- հավելեց Կ. Խաչատրյանը:
