Այսօր առավոտյան ադրբեջանական կողմը Լաչինի միջանցքում Հակարիի կամրջի վրա ապօրինի տեղադրված անցակետում կրկին արգելափակել է Կարմիր խաչի միջազգային կոմիտեի մեքենաներով Հայաստանից Արցախ վերադարձող բուժառուների և նրանց ուղեկիցների, ինչպես նաև դեղորայքի առանց այն էլ սահմանափակ քանակի մուտքն Արցախ՝ այս անգամ «մաքսանենգության» կեղծ պատրվակով: Այս մասին գրում է ԱՀ մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը։
Աշխարհի ոչ մի կետում ԿԽՄԿ-ին պատկանող մեքենաներն այնքան մանրազննին չեն խուզարկվում ինչքան Ադրբեջանի կողմից ապօրինի տեղադրված անցակետում, որը միտված է դիտավորյալ խոչընդոտելու Արցախում միակ միջազգային մարդասիրական կազմակերպության կողմից իրականացվող առաաքելությանը:
Ադրբեջանն ակնհայտորեն արհամարհում է միջազգային իրավունքով սահմանված ԿԽՄԿ հատուկ կարգավիճակը, որը ենթադրում է ԿԽՄԿ անձնակազմի, տրանպորտային միջոցների և բեռների անձեռնմխելիությունը:
Սա Ադրբեջանի կողմից ԿԽՄԿ գործունեությունը իրականացնելու համար միտումնավոր խոչընդոտներ հարուցելու առաջին դեպքը չի: Նախկինում ադրբեջանական կողմն ապօրինի արգելափակված հատվածում պահանջել էր իրականացնել ԿԽՄԿ վարորդների ու տեղափոխվող բուժառուների անձնագրային ու մեքենաների ստուգումներ: Հարուցված խոչընդոտների հետևանքով հունիսի 15-ից 10 օր շարունակ ամբողջովին կասեցված էր ԿԽՄԿ կողմից դեպի Արցախ մատակարարվող դեղորայքի և բուժառուների երկկողմանի տեղափոխումը:
ԿԽՄԿ գործունեությանը խաթարելով՝ ադրբեջանական կողմը հերթական անգամ ապացուցում է, որ մարդասիրական հարցերը և հումանիտար ճգնաժամը օգտագործվում են որպես Արցախի խաղաղ բնակչության նկատմամբ ճնշում գործադրելու և անտանելի կենսապայմաններ ստեղծելու լծակ:
Վերջին շրջանում ադրբեջանական պետական քարոզչամեքենան ակտիվորեն շրջանառում էր ԿԽՄԿ Լեռնային Ղարաբաղի գրասենյակի Արցախից դուրս հանելու կամ Բաքվի ԿԽՄԿ գրասենյակին ենթարկելու ապօրինի պահանջը՝ անընդհատ առիթ փնտրելով այն հիմնավորելու և իրականացնելու համար: Եվ այս քայլը այդ ստոր քաղաքականության իրականացմանն ուղղված գործողությունների շղթայի մի մասն է կազմում:
