ՀԱՕԿ նախագահ Գագիկ Ծառուկյանի հանձնարարականով շրջափակման հետևանքով Արցախում ստեղծված հումանիտար աղետի և տեղի ունեցող ծայրաստիճան վտանգավոր գործընթացների վերաբերյալ պաշտոնական նամակ-գրություններ եմ ուղարկել Միջազգային օլիմպիական կոմիտեի, Եվրոպական օլիմպիական կոմիտեի, Ասիական օլիմպիական կոմիտեի, ինչպես նաև 100-ից ավել երկրների ազգային օլիմպիական կոմիտեների նախագահներին:

Միջազգային հանրությունը պետք է տեղյակ լինի Արցախի մեր հայենակիցների կյանքին ու անվտանգությանը սպառնացող արհավիրքի մասին:

Ստորև ներկայացնում եմ գրության բովանդակությունը.
«Լեռնային Ղարաբաղը 215 օր է գտնվում է շրջափակման մեջ։ 120 հազար խաղաղ բնակիչ կտրված է աշխարհից։ 120 հազար խաղաղ բնակիչ կանգնած է սովի եզրին։ Առկա է դեղորայքի, մանկական սննդի, վառելիքի տոտալ դեֆիցիտ։ Մարդիկ զրկված են բուժվելու, տեղաշարժվելու և շատ այլ իրավունքներից։

30 հազար երեխա կանգնած է սովի և հյուծման վտանգի առաջ։ Հղի կանայք չեն ստանում անհրաժեշտ կալորիականությամբ սնունդ, վտանգված է դեռևս լույս աշխարհ չեկած երեխաների կյանքն ու առողջությունը։

Այս հրեշավոր շրջափակումը տեղի է ունենում 21-րդ դարում։ Միջազգային բազմաթիվ հեղինակավոր կառույցներ և տերություններ կոչ են արել՝ անհապաղ վերացնել շրջափակումը։

Ձեր ուշադրությունը հրավիրելով ստեղծված վիճակի վրա՝ վստահ եմ, որ համաշխարհային օլիմպիական շարժումը, որի առանցքում արդարությունն ու հումանիզմն են, չի կարող անտարբեր լինել այս իրականության հանդեպ»։
