Ադրբեջանն ամեն օր ապացուցում է, որ ի վիճակի չէ անգամ ապահովելու այն սկզբունքները, որոնք ձևավորել է միջազգային հանրության աչքի առաջ։
Այս մասին «Թվիթեր»-ի իր միկրոբլոգում գրել է ՀՀ հատուկ հանձնարարություններով դեսպան Էդմոն Մարուքյանը՝ նշելով, որ, օրինակ, Ադրբեջանը պնդում էր, որ իրենք ցանկանում են ինտեգրել Լեռնային Ղարաբաղի հայերին, և որ այնտեղ ապրող մարդիկ իրենց քաղաքացիներն են։
«Միջազգային հանրությունը Ադրբեջանից պահանջել է վստահության ամրապնդման միջոցներ ձեռնարկել և ուղիղ բանակցություններ սկսել Լեռնային Ղարաբաղի հայ ներկայացուցիչների հետ՝ ներդնելով միջազգային մեխանիզմ՝ Լեռնային Ղարաբաղի հայերի իրավունքների և անվտանգության երաշխիքներով։ Դրան ի պատասխան՝ նախքան քրիստոնյա հայերին ինտեգրելը, Ադրբեջանը սպանում է նրանց՝ կազմակերպելով տարբեր դիվերսիոն գործողություններ, ապա ոչնչացնում քրիստոնեական եկեղեցիներն ու քրիստոնեական ժառանգության հուշարձանները, հետևաբար՝ Ադրբեջանը քրիստոնյա հայերին ինտեգրելու ծրագիր չունի։
Ավելին, շուրջ 7 ամիս դադարեցնում է գազամատակարարումն ու էլեկտրաէներգիան, շրջափակման մեջ է պահում Լեռնային Ղարաբաղի հայ բնակչությանը, արդեն արձանագրվել են սովից մահացող երեխաների դեպքեր։
Բնականաբար, այս քայլերով Ադրբեջանը դիմում է միջազգային քրեական հանցագործության՝ բոլորին հասկացնելով, որ վստահություն ստեղծելու միջոցներ չի ձեռնարկում։ Ընդհակառակը, դա ցույց է տալիս, որ իրականացվող քաղաքականությունը կոչված է ոչ թե հայ ժողովրդին ինտեգրելու, այլ Լեռնային Ղարաբաղը էթնիկ զտումների ենթարկելու, ի վերջո ստանալու մի կտոր հող առանց ժողովրդի»,-գրել է Մարուքյանը։
Ըստ նրա՝ բացահայտ ապացույցների ճնշման տակ միջազգային հանրության լիբերալ ժողովրդավարության ինստիտուտները կամ պետք է ընդունեն, որ իրենք են բաժնետոմսերը Լեռնային Ղարաբաղի հայերի 120.000 և 30.000 երեխաների սովի, սպանությունների և էթնիկ զտումների, կամ հստակ քայլեր ձեռնարկեն միջազգային միջամտության տեսքով՝ դադարեցնելու մարդկության դեմ այդ հանցագործությունները։
Հակառակ դեպքում, ըստ Մարուքյանի գրառման, 21-րդ դարը նշանավորվելու է մարդու իրավունքների ևս մեկ զանգվածային ոտնահարմամբ, ավելի կոնկրետ՝ միջազգային քրեական հանցագործությամբ, որը դեռևս կարող է կանխվել միջազգային հանրության կողմից։
