Շառլ Միշելի մոտեցումը մեծ սխալ է. Հայ Դատի Եվրոպայի գրասենյակ

ՀՅԴ Հայ Դատի Եվրոպայի Գրասենյակն իր խորը հիասթափությունն ու վրդովմունքն է հայտնում Եվրոպական խորհրդի նախագահ Շառլ Միշելի վերջին հայտարարության առնչությամբ` Ադրբեջանի նախագահի և Հայաստանի վարչապետի հետ հուլիսի 15-ին եռակողմ հանդիպումից հետո։ Ձեզ ենք ներկայացնում ՀՅԴ հանրային կապերի գրասենյակի ամբողջական հայտարարությունը.
«Շառլ Միշելի այն մոտեցումը, ըստ որի` Աղդամից Արցախ «մարդասիրական» մատակարարումներ իրականացնելու ադրբեջանական պայմանը հավասարեցվում է Լաչինի միջանցքի բացման կարևորագույն խնդրին, մեծ սխալ է։ Որպես ԵՄ քաղաքացիներ՝ մենք դատապարտում ենք նախագահ Միշելի աջակցությունn ադրբեջանական օրակարգին, այն է՝ օգտագործել Աղդամ-Ստեփանակերտ ճանապարհը որպես Արցախահայությանն այսպես կոչված «մարդասիրական օգնություն» տրամադրելու ուղի․ այն հայ բնակչությանը, որին Ադրբեջանը, ահաբեկելով և շրջափակման մեջ պահելով, ավելի քան յոթ ամիս փորձում է մատնել սովի։ Ադրբեջանը փաստացի աստիճանաբար սեղմում է Արցախի բնակչության շուրջ մահաբեր օղակը՝ շարունակ մղելով հուսահատության։
Եվրոպական խորհրդի նախագահը, արտահայտելով ԵՄ աջակցությունն ադրբեջանական օրակարգին, ոչ միայն օրինականացնում է ավտորիտար ռեժիմի էթնիկ զտումների քաղաքականությունը, այլև հակասության մեջ է մտնում ՄԱԿ-ի Արդարադատության միջազգային դատարանի վճռի հետ, որով Ադրբեջանին հանձնարարվել էր անհապաղ վերացնել Լաչինի միջանցքի շրջափակումը։ Այս հայտարարությունը նաև անտեսում է 2023 թվականի մարտին Եվրախորհրդարանի ընդունած բանաձևը, որը կոչ է անում ԵՄ խորհրդին պատժամիջոցներ կիրառել Ադրբեջանի կառավարության անդամների նկատմամբ, եթե Ադրբեջանն անհապաղ չկատարի ՄԱԿ-ի Արդարադատության միջազգային դատարանի փետրվարի 22-ի հրամանը: ԵՄ ղեկավարության այս մոտեցումը թույլ է տալիս Բաքվին խուսափել ճնշումներից Լաչինի միջանցքի ապաշրջափակման հարցում:
Հուլիսի 15-ին Շառլ Միշելի մամուլի հայտարարություններում կան այլ խիստ խնդրահարույց դրույթներ, այդ թվում՝ նրա կողմից «Ղարաբաղ» տերմինի օգտագործումը «Լեռնային Ղարաբաղ»-ի փոխարեն, ինչը քաղաքական նշանակություն և աշխարհագրական հստակ սահմաններ ունեցող տարածք է: Բացի այդ, նա խուսափում է պատշաճ կերպով անդրադառնալ 120.000 խաղաղ բնակիչների աղետալի հումանիտար իրավիճակին, չի շեշտում Ադրբեջանի պարտավորությունները միջազգային հանրության առաջ, չի անդրադառնում Բաքվի և Ստեփանակերտի միջև երկխոսության միջազգային երաշխիքների անհրաժեշտությանը, ինչպես գերիների վերադարձի կարևորությանը:
Հուլիսի 14-ին, եռակողմ հանդիպմանն ընդառաջ, եվրոպական 470 կազմակերպություններ՝ ներառյալ ՀՅԴ Եվրոպայի Հայ Դատի Գրասենյակը, բաց նամակով դիմել են նախագահ Միշելին՝ վեց կոնկրետ պահանջներով, որոնք ուղղված են Արցախի ժողովրդի հիմնարար և անձեռնմխելի իրավունքների պաշտպանությանը։ Թեև մենք երախտապարտ ենք հաստատված հաղորդակցության համար, որպես ԵՄ քաղաքացիներ հույս ունեինք, որ դա կբերի կոնկրետ արդյունքների։ Ավաղ, մամուլի հայտարարության բովանդակությունը հակառակն է ապացուցում։
