Տարածաշրջանում խաղաղությունը պետք է ներառի Լեռնային Ղարաբաղի բնակչության իրավունքների ու անվտանգության ապահովումը․ Պետդեպ

«Radar Armenia»-ն դիմել էր ԱՄՆ պետքարտուղարությանը՝ բարձրացնելով Արցախի նախագահ Արայիկ Հարությունյանի՝ նստացույցին միանալու և Արցախում տիրող հումանիտար ճգնաժամի հարցերը։ ԱՄՆ պետքարտուղարությանը խնդրել էինք պարզաբանել.
«Լեռնային Ղարաբաղում հումանիտար ճգնաժամն օրեցօր սրվում է. Լաչինի միջանցքը ոչ միայն փակ է ավելի քան 7 ամիս, այլև այս պահին որևէ տրանսպորտային միջոցի անցում չի թույլատրվում։ Առաջին անհրաժեշտության ապրանքների, դեղորայքի, նույնիսկ հացի պակասը հրատապ խնդիր է դարձել։ Մարդիկ են հոսպիտալացվել, նաև՝ թերսնման պատճառով։ Ղարաբաղի նախագահը ստիպված միացել է ցույցերին՝ ուշադրություն հրավիրելու այն հումանիտար աղետի վրա, որը տեղի է ունենում Ղարաբաղում։ Բայց դեռ որևէ ուշադրություն կամ աջակցություն միջազգային հանրության կողմից, փաստացի, չկա:
Ինչպե՞ս է ԱՄՆ Պետքարտուղարությունը վերաբերվում տեղում տիրող իրավիճակին: Արդյո՞ք սա Ադրբեջանից էթնիկ զտումների տիպիկ դասական դեպք չէ՝ նեղ քաղաքական դրդապատճառներով հարկադիր սովի կիրառման գործիքով: Արդյո՞ք նման պայմաններում «ինտեգրումը» տրամաբանական է և արդյունավետ։ Արդյո՞ք այս քաղաքականությունը տանելի է, և ԱՄՆ կառավարությունը որևէ առարկություն չունի իրավիճակի նկատմամբ, բացի քաղաքավարական կոչերից և կոչեհորդորներից առ Ադրբեջանի իշխանություններ։ Ղարաբաղում ապրող մարդկանց սովը, հիվանդությունները, մահն ու կյանքը արդյո՞ք մտահոգում է միջազգային հանրության դերակատարներին, թե՞ սա այն դեպքերից է, երբ քաղաքականությունը հերթական անգամ գերակայում է հասարակ մադկանց կյանքի ու տարրական կարիքների նկատմամբ՝ չխոսած անգամ բազային իրավունքների մասին»:
«Radar Armenia»-ին հղված բացառիկ պատասխանը, ըստ ԱՄՆ պետքարտուղարության լրատվական գրասենյակի, վերագրելի է ԱՄՆ պետդեպի մամուլի խոսնակ Մեթյու Միլլերին։
«ԱՄՆ-ն շարունակում է խորապես անհանգստացած մնալ, որ Ադրբեջանը շարունակ փակ է պահում Լաչինի միջանցքը առևտրային, հումանիտար և անձնական մեքենաների համար։ Մարդասիրական նպատակներով տեղաշարժի դադարեցումը ահագնացնում է հումանիտար իրավիճակը և խաթարում վստահության ձևավորման ջանքերը խաղաղության գործընթացում։
Առևտրային, հումանիտար և մասնավոր մեքենաների տեղաշարժը Լաչինի միջանցքով պետք է անհապաղ վերականգնվի։ Մենք հետևողականորեն պաշտպանում ենք տեսակետը, որ տարածաշրջանում խաղաղությունը պետք է ներառի Լեռնային Ղարաբաղի բնակչության իրավունքների ու անվտանգության ապահովումը։ Մենք ողջունում ենք այն երկխոսությունը, որը առաջ է մղում այս նպատակը»։
