Արցախի Ազգային ժողովը դիմել է ՄԱԿ-ի անդամ պետություններին։ Ուղերձում, մասնավորապես, ասվում է․

«Հիմնվելով ՄԱԿ-ի Կանոնադրության, ՄԱԿ-ի 1948 թվականի Մարդու իրավունքների համընդհանուր հռչակագրի, ՄԱԿ-ի 1948 թվականի «Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին» կոնվենցիայի, «Մարդու իրավունքների և հիմնարար ազատությունների պաշտպանության մասին» 1950 թվականի եվրոպական կոնվենցիայի, «Ռասայական խտրականության բոլոր ձևերի վերացման մասին» 1965 թվականի միջազգային կոնվենցիայի և Մարդու իրավունքների միջազգային իրավունքի և Մարդասիրական իրավունքի բնագավառում այլ միջազգային պայմանագրերի, ՄԱԿ-ի Գլխավոր ասամբլեայի 1974 թվականի «Ագրեսիայի սահմանումը» որոշման, ՄԱԿ-ի Գլխավոր ասամբլեայի 2005 թվականի «Բնակչությունը ցեղասպանությունից, էթնիկ զտումներից և մարդկության դեմ հանցագործություններից պաշտպանելու պարտավորության մասին» բանաձևի, «Լեռնային Ղարաբաղի Հանրապետության հռչակման մասին» 1991 թվականի սեպտեմբերի 2-ի հռչակագրի, 1991 թվականի դեկտեմբերի 10-ին Լեռնային Ղարաբաղի Հանրապետության Անկախության մասին համաժողորդական հանրաքվեի արդյունքների, «Լեռնային Ղարաբաղի Հանրապետության Անկախության հիմունքների մասին» 1992 թվականի հունվարի 6-ի օրենքի, ԼՂՀ Գերագույն խորհրդի «ԼՂՀ պետական անկախության հռչակագրի տեքստը հաստատելու մասին» 1992 թվականի հունվարի 6-ի որոշման, հակամարտ կողմերի միջև 1994 թվականի մայիսի 12-ի «Կրակի և ռազմական գործողությունների լիարժեք դադարեցման մասին» համաձայնագրի, 1995 թվականի մարտի 31-ին ԵԱՀԿ Ղեկավար կազմի Առաջին հանդիպման ընդունած փաստաթղթի, 2020 թ. նոյեմբերի 9-ի՝ Լեռնային Ղարաբաղում ռազմական բոլոր գործողությունների դադարեցման մասին Ռուսաստանի, Հայաստանի և Ադրբեջանի կողմից ստորագրված Եռակողմ հայտարարության, Մարդու իրավունքների եվրոպական դատարանի 2022 թվականի դեկտեմբերի 21-ի որոշման, Եվրախորհրդարանի 2023թ-ի հունվարի 19-ի «Լաչինի միջանցքի շրջափակման հումանիտար հետևանքների մասին» բանաձևը, ՄԱԿ-ի Արդարադատության միջազգային դատարանի 2023 թվականի փետրվարի 22-ի (վերահաստատված հուլիսի 6-ին) որոշումների, Եվրոպայի խորհրդի Խորհրդարանական վեհաժողովի 2023 թվականի հունիսի 22-ի բանաձևի վրա.

Խստորեն դատապարտելով, որ ադրբեջանական կողմն առայսօր պարբերաբար խախտում է 2020 թ. նոյեմբերի 9-ի Եռակողմ հայտարարության դրույթները.

Ուշադրություն հրավիրելով, որ մինչև հիմա Ադրբեջանը չի կատարել հայ ռազմագերիների և պատանդառված քաղաքացիական անձանց ազատ արձակելու իր պարտավորությունները և ամեն կերպ խոչընդոտում է ներքին տեղահանված անձանց վերադարձը Լեռնային Ղարաբաղ ու հարակից շրջաններ, ինչը, ըստ Հայտարարության դրույթների, պետք է տեղի ունենար ՄԱԿ-ի Փախստականների հարցերով գերագույն հանձնակատարի հսկողության ներքո.
