Վագիֆ Խաչատրյանի նկատմամբ առկա չէ միջազգային հետախուզում, Ադրբեջանը կեղծում է․ ՀՀ ՄԻՊ

Ի լրումն Մարդու իրավունքների պաշտպանի տարածած նախորդ հրապարակման՝ Մարդու իրավունքների պաշտպանի աշխատակազմի կողմից ձեռք բերված տեղեկություններով և իրականացված ուսումնասիրություններով հաստատվել է, որ Հայաստան բուժման նպատակով տեղափոխվող և ադրբեջանցիների կողմից առևանգված Վագիֆ Խաչատրյանի նկատմամբ միջազգային հետախուզական որևէ համակարգում առկա չէ վերջինիս հետախուզման վերաբերյալ տվյալ, հայտնում են ՄԻՊ գրասենյակից։ 

Հետևաբար, այդ մասին Ադրբեջանի դատախազության տարածած հայտարարությունը չի համապատասխանում իրականությանը։

Մարդու իրավունքների պաշտպանն ընդգծում է, որ Վագիֆ Խաչատրյանը միջազգային մարդասիրական պաշտպանության տակ գտնվող անձ է, ով ԿԽՄԿ հովանու ներքո Հայաստան էր տեղափոխվում բուժում ստանալու նպատակով։ Ուստի վերջինիս առևանգումն Ադրբեջանի սահմանապահ ծառայողների կողմից միջազգային մարդասիրական իրավունքի կոպիտ խախտում է։

ԿԽՄԿ-ի կողմից հրատապ բժշկական օգնություն ստանալու նպատակով անձանց տեղափոխումը ՀՀ համաձայնեցվել է ադրբեջական իշխանությունների հետ, որից հետո է միայն ԿԽՄԿ-ն կատարել միջազգային մարդասիրական առաքելությունը։ Այլ կերպ՝ ադրբեջանական կողմը համաձայնություն է տվել մարդասիրական նպատակով անձի տեղափոխմանը՝ այնուհետև ոչ իրավաչափ միջամտություն իրականացնելով մարդու հիմնարար իրավունքներին։

Սույնով Ադրբեջանը խախտում է 1949 թվականի օգոստոսի 12-ի ժնևյան կոնվենցիան և Միջազգային զինված ընդհարումների զոհերի պաշտպանության մասին լրացուցիչ արձանագրության (Արձանագրություն 1) 37-րդ հոդվածը։

Պաշտպանը կարևոր է համարում շեշտել, որ պետությունների կողմից մարդասիրական օգնություն ցուցաբերող կազմակերպության՝ կոնկրետ դեպքում՝ ԿԽՄԿ-ի մարդասիրական առաքելությանը խոչընդոտելն անթույլատրելի է և հակասում է նման կազմակերպությունների գործունեությանը վերաբերելի միջազգային-իրավական սկզբունքներին։

Վերը շարադրվածը հիմք է տալիս եզրակացնելու, որ տվյալ դեպքում գործ ունենք ադրբեջանական իշխանությունների կողմից մարդու իրավունքների կոպտագույն խախտումների հետ՝ նկատի ունենալով այն, որ չեն պահպանվում մարդու հիմնարար իրավունքներին միջամտության առնչությամբ ժամանակակից քաղաքակիրթ աշխարհում համընդհանուր ճանաչում ունեցող միջազգային-իրավական երաշխիքներն ու չափանիշները։

Վագիֆ Խաչատրյանի իրավունքների երաշխավորման հետ կապված հարցերը գտնվում են Մարդու իրավունքների պաշտպանի անմիջական ուշադրության ներքո և այդ հարցով Պաշտպանը կապի մեջ է մարդու իրավունքների պաշտպանության մանդատ ունեցող միջազգային գործընկերների հետ:
