Ժնևի կոնվենցիան արգելում է մարդկային արժանապատվությունը ստորացնող «մարդասիրությունը», իսկ Ադրբեջանը հենց այդպիսի «մարդասիրություն» է փորձում մատուցել Արցախի ժողովրդին․ ԱՀ պետնախարար

Ադրբեջանը ինչպես նախկինում, 2020թ. 44-օրյա պատերազմի օրերին, այնպես էլ դրանից հետո՝ առ այսօր, Արցախի ժողովրդի նկատմամբ իրականացնում է նրան ֆիզիկապես ոչնչացնելու, Արցախից վտարելու, իսկ մնացածներին էլ հարկադրաբար հպատակեցնելու ծրագիր: Այս մասին իր ֆեյսբուքյան էջում գրել է ԱՀ Պետական նախարար Գուրգեն Ներսիսյանը։
«Դեռևս 2020թ. նոյեմբերի 9-ին, Եռակողմ հայտարարության տեքստը կազմելիս ու այն ստորագրելիս, մասնակից կողմերը իրավացիորեն եկել էին այն եզրահանգման, որ Արցախի ժողովրդի գոյությունը, նրա անվտանգությունը, նրանց կարիքների համար անհրաժեշտ և անվտանգ ապրանքներ ձեռք բերելը, պատշաճ բուժօգնություն ստանալը, արտաքին աշխարհի հետ անվտանգ կապն ապահովելը հնարավոր է բացառապես Հայաստանի Հանրապետության հետ անխոչընդոտ կապի առկայության պայմաններում, որի համար նախատեսվել է Լաչինի միջանցքը:
2022թ. դեկտեմբերի 12-ից Ադրբեջանը Արցախում դիտավորությամբ ստեղծել է հումանիտար ճգնաժամ, փակել է Արցախը Հայաստանին կապող ճանապարհը, այդ ընթացքում կազմակերպել սպանություններ, սպանության փորձեր, գույքի ոչնչացման և վնասման դեպքեր, կիրառել ռազմական ուժ, ցուցադրել դրա կիրառման սպառնալիք և այդ ամենին զուգահեռ սկսել պարտադրել հումանիտար օգնություն՝ իր «ձեռքից» ու իր առաջարկած ճանապարհով:
Արցախի ժողովրդի կողմից հումանիտար օգնությունը ՀՀ-ից ստանալու և ՀՀ հետ կապ ունենալու պահանջը ոչ թե կամակոր ցանկություն է, այլ սեփական անվտանգության և պարզապես ինքնապահպանության գիտակցում, ինչն ամբողջությամբ տեղավորվում է միջազգային մարդասիրական իրավունքի տրամաբանության մեջ: Մարդուն չի կարելի պարտադրել՝ գոյության միջոցներ ստանալ մեկից, ով բացահայտորեն սպանում կամ սպառնում է սպանել այդ մարդուն, այդպիսի երևույթները հատուկ էին միայն ստրկատիրական հասարակարգերին:
Քաղաքացիական անձանց պաշտպանության մասին Ժնևի կոնվենցիան երաշխավորում է առանց խտրականության մարդասիրությունը և հակառակը՝ արգելում նվաստացուցիչ, վիրավորական և մարդկային արժանապատվությունը ստորացնող մարդասիրությունը:
Իսկ այսօր Ադրբեջանը հարկադրանքի, բռնությամբ ու բռնության սպառնալիքի գործադրմամբ հենց այդպիսի «մարդասիրություն» է փորձում մատուցել Արցախի ժողովրդին», - գրել է նա:
