Radiosputnik.ria.ru-ն «Քաղաքագետ. Հայաստանում «ճիշտ նույնը» կարող է լինել, ինչ Վրաստանում» վերնագրով հոդվածում գրում է, որ ԱՄՆ Միջազգային զարգացման գործակալությունը (USAID) Հայաստանում ներկայացրել է դրամաշնորհային ծրագիր շահույթ չհետապնդող կազմակերպությունների համար, որի նպատակներն են ժողովրդավարական գործընթացների զարգացումը և կանանց ու երիտասարդության նախագծերի աջակցությունը։ Դրամաշնորհների պոտենցիալ ստացողներ են համարվում այն կազմակերպությունները, որոնք պատրաստ են երկխոսություն հաստատել տեղական իշխանությունների հետ, մասնակցել խնդիրների բացահայտմանը, կապեր հաստատել կանանց համայնքների, երիտասարդության և «բնակչության մարգինալացված խմբերի» հետ:

Sputnik ռադիոյի եթերում Քաղաքական գիտությունների թեկնածու, Մոսկվայի մշակույթի պետական ինստիտուտի դոցենտ Արթուր Աթաևը հիշեցրել է, որ Հայաստանում հասարակական կազմակերպությունները վաղուց են արժանանում ԱՄՆ-ի և ԵՄ երկրների հատուկ ուշադրությանը։ «Բավական է հիշել, որ արդեն ուշ խորհրդային շրջանում դրա համար բավականին լուրջ միջոցներ են հատկացվել... 1989, 1990 թվականներին արդեն իսկ ստեղծվել են ոչ առևտրային կազմակերպություններ, որոնք ֆինանսավորում են ստացել Ֆրանսիայից, ԱՄՆ-ից, Գերմանիայից՝ երկրներ, որտեղ Հայկական սփյուռքի բաղադրիչն ուժեղ է»,- պարզաբանել է քաղաքագետը։ Հետխորհրդային շրջանում հայկական սփյուռքի ֆինանսավորմանը ավելացել են արևմտյան երկրների պետական և խոշոր մասնավոր կազմակերպությունների դրամաշնորհները, շարունակել է նա։ «Կազմակերպվել են Սորոսի հիմնադրամի, ՄակԱրթուր հիմնադրամի, Copernicus և Tacis ծրագրերի ներկայացուցչությունները, դրանք Եվրամիության հիմնադրամներն են, ակտիվորեն աշխատել և շարունակում է աշխատել USAID ամերիկյան գործակալությունը:

Հայաստանը Կովկասում ոչ առևտրային կազմակերպությունների աշխատանքի յուրօրինակ հիմք դարձնելու անուղղակի ապացույց է այն, որ Երևանում ԱՄՆ դեսպանատունը տարածքով երկրորդն է աշխարհում։ Այն շատ ակտիվ դիվանագիտական առաքելություն է, որը մի շարք նախաձեռնություններ է իրականացնում»,- հավելել է Աթաևը: Շատ հայ քաղաքական գործիչներ դուրս են եկել նույն ոչ առևտրային կազմակերպություններից, որոնք տասնամյակներ շարունակ ստացել և շարունակում են ստանալ արևմտյան դրամաշնորհներ, նշել է նա։ Հետևաբար, արևմտյան հիմնադրամների գործունեությունը սահմանափակելու ցանկացած փորձ Հայաստանում կբախվի շատ լուրջ դիմադրության և դժվար թե հաջողությամբ պսակվի, կարծիք է հայտնել Արթուր Աթաևը։ «Վրաստանում օտարերկրյա գործակալների մասին օրենք ընդունելու փորձը փողոց դուրս բերեց բավականին լուրջ բողոքի զանգված. կարծում եմ, որ ճիշտ նույնը կարող է լինել նաև Հայաստանում, քանի որ շահույթ չհետապնդող սեկտորը չափազանց ուժեղ է, և ունի ոչ պակաս հանրային ազդեցության ռեսուրս, քան իշխանությունը»,ավարտել է քաղաքագետը։
