Նոյեմբերի 9-ի եռակողմ հայտարարության դրույթների համաձայն՝ ռուսական խաղաղապահ զորակազմի կողմից ավտոերթի մասնակցող փոխադրամիջոցների ուղեկցում, ինչպես նաև տարատեսակ ակցիաների և հանրահավաքների անցկացման անվտանգության ապահովում նախատեսված չէ:
Այս մասին ասված է Արցախում տեղակայված ռուսական խաղաղապահ զորակազմի հրամանատար Ալեքսանդր Լենցովի տեղակալ Ի. Սազոնովի նամակում, որն ուղարկվել է «Միջանցքի ապաշրջափակման ժողովրդական շարժում» նախաձեռնության հեղինակներից Արթուր Օսիպյանի նամակին ի պատասխան:
Նշենք, որ հանրային գործիչը մտադիր է Ստեփանակետրից խաղաղ ավտոերթ կազմակերպել դեպի Հակարիի կամուրջ, որտեղ Ադրբեջանն ապօրինաբար անցակետ է տեղադրել: Երթի կազմակերպչական աշխատանքների իրականացման համար ստեղծվել է «Միջանցքի ապաշրջափակման ժողովրդական շարժում»-ը։
