Ոստիկանության պետական պահպանության գլխավոր վարչության (այսուհետ՝ ՊՊԳ վարչություն) Արմավիրի պահպանության բաժանմունքի նախկին պետ Խ.Ա.-ն 2013-ից 2018 թվականների ընթացքում մի խումբ անձանց օժանդակությամբ յուրացրել է 49 մլն 472 հազար 474 դրամ և կեղծել պաշտոնական փաստաթղթեր:
Այս մասին հայտնում են ՀՀ գլխավոր դատաղազությունից:
Քրեական վարույթով պարզվել է, որ Խ.Ա.-ն 2013-2018 թվականների ընթացքում ֆիզիկական և իրավաբանական 42 անձանց հետ կնքել է օբյեկտների պահպանության պայմանագրեր: Տարբեր տարիներին Ոստիկանության ՊՊԳ վարչության պետ հանդիսացած Ռ.Մ.-ն, Վ.Մ.-ն և Ա.Զ.-ն Խ.Ա.-ին հրահանգել են վերոնշյալ պայմանագրերի հիման վրա տնտեսվարող սուբյեկտների կողմից տրամադրվելիք վարձավճարներից հափշտակել գումարներ՝ իրենց տալով հափշտակված գումարներից ամսական մասնաբաժին:
Այնուհետև, Խ.Ա.-ի հանձնարարությամբ նույն բաժանմունքի ջոկի հրամանատար Ա.Ա.-ն յուրաքանչյուր ամիս առձեռն հավաքագրել է օբյեկտների պահպանության իրականացման համար կնքված պայմանագրերով սահմանված գումարները, որոնք ամբողջությամբ առձեռն փոխանցել է Խ.Ա.-ին: Խ.Ա.-ն, հափշտակության հանգամանքը քողարկելու նպատակով, տարբեր տարիներին բաժնի հաշվապահի պաշտոնը զբաղեցրած Ս.Վ.-ի և Գ.Ա.-ի հետ, նախնական համաձայնությամբ, դիտավորությամբ կեղծել է պաշտոնական փաստաթուղթ հանդիսացող հաշվետվությունները:
2023 թվականի հուլիսի 21–ին դատախազը Խ.Ա.-ի նկատմամբ հարուցել է հանրային քրեական հետապնդում՝ Քրեական օրենսգրքի 256‑րդ հոդվածի 3‑րդ մասի 3‑րդ կետով և 445‑րդ հոդվածի 1‑ին մասով (առանձնապես խոշոր չափերով վստահված գույքը հափշտակելը և պաշտոնեական կեղծիք կատարելը), Ա.Ա.-ի, Ռ.Մ.-ի, Ա.Զ.-ի նկատմամբ՝ 46‑256‑րդ հոդվածի 3‑րդ մասի 3‑րդ կետով (առանձնապես խոշոր չափերով վստահված գույքի հափշտակմանն օժանդակելը), Գ.Ա.-ի նկատմամբ՝ 46‑256‑րդ հոդվածի 3‑րդ մասի 3‑րդ կետով (վստահված գույքը հափշտակելուն օժանդակելը) և 445‑րդ հոդվածի 1‑ին մասով (պաշտոնեական կեղծիք կատարելը):
2023 թվականի օգոստոսի 11-ին դատախազը քրեական վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկել է Հակակոռուպցիոն դատարան:
Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
