Ծագած խնդիրների լուծման ուղիները որոշելու համար անչափ կարևոր է բուն խնդրի ճշգրիտ որոշումը: Արցախում ստեղծված իրավիճակը 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարությամբ կողմերի ստանձնած պարտականությունները չկատարելու հետևանքն է: Այս մասին Ֆեյսբուքի իր էջում գրել է ԱՀ պետնախարար Գուրգեն Ներսիսյանը։
«Հետևաբար ոչ թե պետք է ընդամենը բարձրաձայնել հումանիտար խնդիրներ և փորձել փնտրել դրանց լուծման ուղիները, այլ պետք է հասնել եռակողմ հայտարարության կատարմանը: Արցախցին չպետք է մտածի դեղը կամ մանկական կաթնախառնուրդը կամ սնունդը ԿԽՄԿ միջոցով ստանալու մասին, արցախցին ինչու՞ պիտի հումանիտար խնդիր ունենա, որ քննարկվեն նաև այն լուծելու ինչ որ նոր ճանապարհներ: Ակնհայտ է, որ Արցախի բնակչությունը հումանիտար ճգնաժամի մեջ է հայտնվել արհեստականորեն, Ադրբեջանի դիտավորյալ ու կանխամտածված քայլերի հետևանքով, որպեսզի այդ վիճակից դուրս գալու համար առաջարկության դեմքով պարտադրվեն նաև հումանիտար ճանապարհներ` այդ ամենը ներկայացնելով որպես մարդասիրության վեհ դրսևորում: Հետևաբար միջազգային հանրության աջակցությունը պետք է հայցել ոչ թե հումանիտար խնդիրների լուծման հարցում, այլ 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության, Արդարադատության միջազգային դատարանի 22.02.2023թ. և 06.07.2023թ. որոշումների կատարման, գազի ու էլեկտրաէներգիայի մատակարարումը վերականգնելու համար: Այն կատարվելու դեպքում արցախցին ինքնուրույն լուծելու է իր բոլոր հումանիտար խնդիրները և չի լինելու ոչ ԿԽՄԿ աջակցության և ոչ էլ «փրկության» նոր ճանապարհների կարիքը: Իսկ քանի դեռ դա չկա, ստիպված հիմնական խոսույթը հումանիտար վիճակի շուրջ է, զարմանալիորեն դրա մասին են խոսում նույնիսկ եռակողմ հայտարարության կողմերը:
Ի դեպ` փրկության ճանապարհներին ադրբեջանցիների ներկայությունը կամ դրանց մոտ լինելը մեզ համար հումանիտար ճգնաժամ, «անցակետում» հիվանդի արհամարհական հետազոտություն, բերքահավաք անող տեխնիկայի ռազմական թիրախավորում, ԿԽՄԿ տարբերանշանը կրող մեքենայից Վագիֆ Խաչատրյանի առևանգում, մոլորյալ Ռաշիդ Բեգլարյանի գերեվարում և «խաղաղության» հասնելու Ադրբեջանի իշխանությունների կամքը ցայտում ձևով վերահաստատող այլ հետևանքներ է արժենում»,- գրել է նա։
