Լինելով Արցախի Հանրապետության քաղաքացի և Ազգային ժողովի նախագահ՝ միշտ պայքարել եմ Արցախի Հանրապետության Նախագահի, Ազգային ժողովի և ուժային կառույցների ՝որպես պետականության հիմք ներկայացնող ինստիտուտների կայացման ու հզորացման համար:

«Անընդունելի է վերջին օրերին հանրային հարթակներում կեղծ համախմբման կոչերի քողի տակ հանդես եկող որոշ դեմքերի՝ մեր պետականության հիմքերի կազմաքանդմանն ուղղված քայլերը:
Ես Ազգային ժողովի նախագահի պաշտոնը ստանձնել եմ քաղաքական ուժերի համախոհության արդյունքում: Համոզված եմ, որ այդ համախմբումը միս ու արյուն է տալու պետականության պահպանման վեհ գաղափարին, որի լեգիտիմ ներկայացուցիչներն են Նախագահի և Ազգային ժողովի ինստիտուտները:
Բոլոր այն քայլերը, որոնք միտված են սեպ խրելու և ընդհանրապես պետական կառույցների տարանջատմանն ու հակադրությանը, բացառապես թշնամանք են ստեղծում երկրի ներսում և ջուր լցնում թշնամու ջրաղացին:
Վստահ եմ՝ այս ծանր օրերին ուժային և իրավապահպան կառույցների ներկայացուցիչները գիտակցում են պետականության պահպանման գինն ու կարևորությունը ու նրանց վստահված մեր անվտանգությունն ու ներքին անդորրի պահպանումը:
Որպես երկրի քաղաքական ղեկավարությունը ստանձնած երկրորդ դեմք՝ ինչպես ժամանակին մարտի դաշտում անմասն չեմ մնացել պետականության ստեղծման գործընթացին, հավատարիմ և հաստատակամ մնալով մեր նահատակների որդեգրած նպատակներին, գիտակցելով ներքին համերաշխության կարևորությունը, պատրաստ եմ իմ բոլոր ուժերը ներդնել՝ համատեղ որոշումներ կայացնելու և այս իրավիճակից մեր հանրապետությունը նվազագույն վնասներով դուրս բերելու ուղղությամբ:
Որպես օրենսդիր մարմնի ղեկավար, համոզված եմ, որ ԱՀ Ազգային ժողովը կստեղծի բոլոր պայմանները՝ դառնալու ոչ միայն քաղաքական քննարկումների, այլև հանրության խնդիրները ներկայացնող և լուծումներ առաջադրող հարթակ:
Վստահեցնում եմ ձեզ, որ Ազգային ժողովը պատրաստ է հյուրընկալել հանրության կառուցողական միտում ունեցող տարբեր շերտերի և պատրաստակամ է լսելու բոլորի կարծիքը և այն ներկայացնելու թե´ ԱՀ նախագահին, թե´ պատկան մարմիններին:
Համոզված եղեք, որ այս ծանր կացությունից դուրս կգանք մեր հաստատակամ, արդար, անմնացորդ նվիրվածության ու համերաշխության շնորհիվ:
Կոչ եմ անում բոլորիդ ցուցաբերել զգոնություն և զսպվածություն՝ ի շահ մեր երկրի ու ժողովրդի»:
