«Փաստ» օրաթերթը գրում է
Երևանի ավագանու ընտրություններին մասնակցող «Հաղթանակ» կուսակցության քաղաքապետի թեկնածու Վիկտոր Մնացականյանը քարոզարշավի մեկնարկին հանդես եկավ ուշագրավ առաջարկներով, որոնք բուռն քննարկման առիթ դարձան: Ի մասնավորի, նա նշում էր, որ քաղաքային տրանսպորտը պետք է լինի անվճար: Շատերը տարակուսեցին՝ կա՞ն հաշվարկներ, սա հավել յալ բեռ չի՞ դառնա քաղաքային բյուջեի վրա: Մնացականյանը նշում է՝ իսկ ո՞վ է ասել, որ դա անպայման պետք է բյուջեի հաշվին անել: «Երևանը տարբեր չօգտագործվող և կորցրած ֆինանսներ և վնասներ ունի: Օրինակ՝ ճիշտ չեն հավաքագրվում Երևանի ավտոկայանատեղիները:
Մայրաքաղաքի շատ հատվածներում պետք է սարքել անվճար ավտոկայանատեղիներ, անգամ ստորգետնյա, բայց փոքր Կենտրոնի հատկապես ռեստորանային մասում ոչ Կենտրոնի բնակիչների համար կարելի է ավտոկայանատեղիները թանկացնել: Բոլորս ենք հասկանում, որ օրը 35 դրամը ծիծաղելի թիվ է: Պետք է նպաստենք, որ հարուստ մարդիկ նստեն հասարակական տրանսպորտ և ոչ թե սակավ հնարավորություններով մարդիկ գնեն մեքենաներ: Քաղաքային տրանսպորտի անվճար լինելը կխրախուսի, որ մարդիկ քիչ վարեն մեքենաներ: Անվճար լինելը շատերին ենթագիտակցորեն է տրամադրում դեպի հասարակական տրանսպորտը:
Միջազգային փորձը ցույց է տալիս՝ ավտոկայանատեղիների 10 տոկոսով թանկացումը նպաստում է, որ հաջորդ օրը 10 տոկոսով քիչ մեքենա դուրս գա քաղաք, իսկ եթե ավտոկայանատեղիներն էժան են, տարեցտարի բազմապատկվում է մեքենաների քանակը: Քաղաքային իշխանությունները կարող են և պետք է այնպես անեն, որ դժվարանա հատկապես քաղաքի կենտրոն անձնական մեքենաների մուտքը»,-«Փաստի» հետ զրույցում ասում է Մնացականյանը: Արդյո՞ք դա բավարար է խցանումների և, ընդհանրապես, Երևանի խայտառակ երթևեկության խնդիրը կարգավորելու համար: Քաղաքապետի թեկնածուն ասում է՝ սա տրանսպորտային իրենց ռեֆորմի ընդամենը հինգ տոկոսն է: «Առաջարկում ենք, որ փոքր Կենտրոնում առավոտյան ժամը 7-ից մինչև գիշերը ժամը 23:00-ն արգելվեն խանութների առաքումները, այլ վարչական շրջաններում դրանք կարող են իրականացվել:
Ամեն օր ամեն սուպերմարկետի է մոտենում 150-ից մինչև 200 մեքենա, խոսքն ապրանք առաքող մեքենաների մասին է: Պատկերացրեք քաղաքի և հատկապես փոքր Կենտրոնի նեղ փողոցների ծանրաբեռնվածությունը: Այդ մեքենաների քանակը շատ է, դրանք չափերով մեծ են և երկրորդ գծում են կայանում: Քաղաքային իշխանությունները պետք է թույլ տան միայն այն տեղերում սուպերմարկետներ բացել, որտեղ տրանսպորտային հարցը լուծված կլինի»,-նշում է մեր զրուցակիցը:
