ՀՀ կառավարությունն իր առաջիկա՝ հունվարի 14- ի նիստում մտադիր է հաստատել ռադիոակտիվ նյութերի և այդպիսիք պարունակող սարքերի ֆիզիկական պաշտպանության կանոնները: Մինչև այժմ մեր երկրում այդ խնդիրներին առնչվող հարաբերությունները կարգավորող իրավական ակտ չկա:

Նախագիծը, որի հեղինակը ՀՀ ԿԱ միջուկային անվտանգության կարգավորման պետական կոմիտեն է, մշակվել է Ատոմային էներգիայի միջազգային գործակալության (ԱԷՄԳ) անվտանգության չափորոշիչների հիման վրա: Իրավական ակտի ընդունումը պայմանավորված է ռադիոակտիվ աղբյուրների ֆիզիկական պաշտպանության հետ կապված իրավահարաբերությունների կարգավորման անհրաժեշտությամբ:

ՀՀ- ում գործում են միջուկային նյութերի և Հայկական ատոմային էլեկտրակայանի ֆիզիկական պաշտպանությունը կարգավորող իրավական ակտեր՝ ՀՀ կառավարության որոշումներ, մինչդեռ ռադիոակտիվ աղբյուրների ֆիզիկական պաշտպանության քաղաքականության մշակումը և կարգավորող պահանջների սահմանումը արդիական են՝ հաշվի առնելով դրանց հետ կապված ռիսկերը, մասնավորոպես ռադիոակտիվ նյութերի անօրինական շրջանառությունը, դրանց հնարավոր վնասարարությունը և այլն:

Որոշման ընդունման դեպքում կսահմանվեն ռադիոակտիվ աղբյուրների ֆիզիկական պաշտպանության համակարգին ներկայացվող պահանջները, ֆիզիկական պաշտպանության մակարդակներն ըստ նախագծային սպառնալիքի գնահատման, և դրանց հետ կապված միջադեպերին հակազդելու և կարգավորման ենթակա այլ հարցեր:

Կառավարության հաստատելիք կանոնները տարածվելու են այն լիցենզավորված անձանց վրա, ովքեր՝
-արտադրում, պահում, փոխադրում կամ օգտագործում են ռադիոակտիվ նյութեր,
-նախագծում, արտադրում, պահում, փոխադրում կամ օգտագործում են ռադիոակտիվ նյութեր պարունակող սարքեր,
-ապահովում են ռադիոակտիվ նյութերի և դրանք պարունակող սարքերի ֆիզիկական պաշտպանության կազմակերպումն ու իրականացումը:
