2022 թ. դեկտեմբերի 12-ից Արցախը Հայաստանին կապող կյանքի ճանապարհը՝ Լաչինի միջանցքը շարունակվում է ապօրինի փակ մնալ Ադրբեջանի կողմից, որի հետևանքով արցախահայությունը գոյատևում է սոցիալ-տնտեսական սուղ պայմաններում: Ստեղծված իրավիճակում օրերս եզակի և հայ ժողովրդի գնահատանքին արժանի նախաձեռնություն է իրականացրել Ֆրանսիան: Փարիզի քաղաքապետ Անն Իդալգոյի նախաձեռնությամբ, Փարիզի և ֆրանսիական մյուս համայնքների մասնակցությամբ արցախահայությանը տրամադրվում է աջակցություն. Արցախ է տեղափոխվում հումանիտար բեռների մեծ քանակություն:

Որպես Աբովյան համայնքի ղեկավար, որպես ՄԱԿ-ի ԷԿՕՍՕԿ-ի անդամ իմ երախտագիտությունն եմ հայտնում Ֆրանսիայի կառավարությանը, ՏԻՄ-երին և ժողովրդին բարեհոգության, դրսևորած մարդասիրության և հումանիտար աջակցության համար: Մենք նկատում ենք ԵԱՀԿ Մինսկի խմբի անդամ Ֆրանսիայի սրտացավությունն ու մտահոգությունը արցախահայության նկատմամբ, Արցախի ժողովրդի ինքնորոշման իրավունքի մասին Ֆրանսիան բազմիցս բարձրաձայնել է նաև միջազգային հարթակներում:
Հայության նկատմամբ Ֆրանսիայի դրսևորած մեծահոգությունը տասնամյակների պատմություն ունի: Մենք հիշում և գնահատում ենք նախորդ դարի սկզբում Օսմայնան Թուրքիայի կողմից իրագործված ցեղասպանության ժամանակահատվածում Ֆրանսիայի ժողովրդի ցուցաբերած անգնահատելի օգնությունը և ցեղասպանությունից փրկված հայերի նկատմամբ դրսևորած մեծ հոգատարությունը: Անուրանալի է նաև Ֆրանսիայի ժողովրդի օգնությունը 1988-ի երկրաշարժի ժամանակ:

Հայ -ֆրանսիական երակարմյա ջերմ բարեկամական հարաբերությունների շրջանակում Աբովյանը քույր քաղաք է ֆրանսիական Վիլորբանի հետ, որպես Ֆրանսիայի հետ համագործակցող համայնքի ղեկավար լիահույս եմ, որ հայ-ֆրանսիակական համագործակցությունը համայնքային և ավելի բարձր մակարդակներում առանցքային կդարձնի արցախահայության խնդրի արդարացի լուծման հարցը՝ ստորադասելով գոյություն ունեցող բոլոր տնտեսական շահերը և օրինակ հանդիսանալով քաղաքակիրթ աշխարհի մյուս ժողովուրդների համար:

Միևնույն ժամանակ մեծագույն ակնկալիքներով սպասում ենք առաջիկայում ՄԱԿ-ի անվտանգության խորհրդում Արցախի Հանրապետության վերաբերյալ Ֆրանսիայի կողմից ներկայացվելիք բանաձևին:
