Բռնի անհետացումների հարցն ամենածանր և երկարատև խնդիրներից է. ԱԳՆ

13 տարի առաջ՝ 2010 թվականին ՄԱԿ-ի Գլխավոր ասամբլեան թիվ 65/209 բանաձևով սահմանեց բռնի անհետացումների զոհերի օրը՝ մտահոգություն հայտնելով «աշխարհի տարբեր հատվածներում բռնի կամ հարկադիր անհետացումների աճով, ներառյալ ձերբակալությունները, կալանավորումներն ու մարդկանց առևանգումները»:
Կարևորելով պայքարը բռնի անհետացումների դեմ, այդ թվում՝ այս հանցագործության կանխարգելումն ու անպատժելիության դեմ պայքարը, Հայաստանը ստորագրել և վավերացրել է Բռնությամբ անհետացած բոլոր անձանց պաշտպանության մասին միջազգային կոնվենցիան:
Կոնվենցիան, ինչպես նաև մարդու իրավունքների ոլորտում միջազգային այլ հիմնարար փաստաթղթերը վերահաստատում են յուրաքանչյուր մարդու բռնությամբ անհետացման չենթարկվելու և տուժողների անհետաձգելի, արդար և համարժեք փոխհատուցում ստանալու իրավունքը:
Բռնի անհետացումների հարցն ամենածանր և երկարատև խնդիրներից է թե՛ հակամարտությունների ժամանակ և թե՛ դրանից հետո: Այդ ողջ ընթացքում անհետ կորածների ընտանիքները շարունակում են սպասել, փնտրել և հավատալ իրենց հարազատների վերադարձին:
Ցավալիորեն, այս խնդրից անմասն չի մնացել նաև հայ հասարակությունը։ 2020 թ. ադրբեջանական ագրեսիայի արդյունքում դեռևս նախորդ դարի 90-ականների հարյուրավոր անհետ կորածների և բռնի անհետացումների դեպքերին ավելացան նաև նորերը, երբ անգամ փաստագրված և տեսագրված ապացույցների պարագայում հայ զինծառայողների ճակատագիրը պարզելու հարցում Ադրբեջանի իշխանություններն անգործություն են ցուցաբերում։
Մտահոգված լինելով 44-օրյա պատերազմի ընթացքում հարյուրավոր անհայտ կորածների ճակատագրով՝ Հայաստանն ուշադրություն է հրավիրում նաև այն դեպքերի վրա, երբ ներկայացվել են բռնի անհետացումներն ապացուցող բազմաթիվ տեսանյութեր և վկայություններ, սակայն Ադրբեջանի կողմից վերոհիշյալ անձանց ճակատագրի և գտնվելու վայրի մասին որևէ տեղեկություն մինչ օրս չի հայտնվել:
Այս համատեքստում Հայաստանը ձեռնարկում է հնարավոր բոլոր քայլերը միջազգային դատական ատյաններին խնդիրը ներկայացնելու համար, այդ թվում հաշվի առնելով այն հանգամանքը, որ բռնի անհետացումները որոշակի հանգամանքներում նաև միջազգային իրավունքով սահմանված մարդկության դեմ գործած հանցագործություն են:
Բռնի անհետացումների միջազգային օրվա խորհուրդներից մեկը բոլոր պետություններին հիշեցումն է այն մասին, որ պետք է հարգվի ընտանիքների իրավունքը՝ իմանալ ճշմարտությունն իրենց հարազատների ճակատագրի մասին:
Օգոստոսի 30-ն այն օրն է, երբ մենք ոչ միայն անդրադառնում ենք բռնի անհետացումների դեպքերին, այլև վերահաստատում ենք մեր հանձնառությունը՝ հաղթահարելու բոլոր խոչընդոտները՝ անհայտ կորածների ճակատագիրը պարզելու համար:
