Իմ դիմումի համաձայն՝ այսօր ես ազատվել եմ պետնախարարի խորհրդականի պաշտոնից:

Ֆեյսբուքյան էջում գրել է ԱՀ պետնախարարի խորհրդական Արտակ Բեգլարյանը․

«Սիրելի՛ հայրենակիցներ,

Տեղյակ եք Արցախի Հանրապետության պետական նախարարի փոփոխության ու նախագահի առաջիկա հրաժարականի մասին: Տեղեկացնեմ, որ իմ դիմումի համաձայն՝ այսօր ես ազատվել եմ պետնախարարի խորհրդականի պաշտոնից:

Ես ինքս իմ դիրքորոշումներն ու առաջարկներն եմ ունեցել թե՛ այսօրվա և թե՛ նախընթաց ներքին ու արտաքին զարգացումների վերաբերյալ, որոնք ներկայացրել եմ Նախագահին ու պետնախարարին՝ ընդգծելով պետական համակարգի կայունության ու արդյունավետության անընդհատ անհրաժեշտությունը:

11-ամյա հանրային ծառայության ողջ ընթացքում իմ արժեքների, սկզբունքների, գիտելիքների ու կարողությունների առավելագույն չափով նվիրվել եմ Արցախի Հանրապետությանը և Հայ ժողովրդին ծառայելու իմ առաքելությանը: Իսկ պետնախարարի խորհրդականի կարգավիճակում վերջին ամիսներին փաստացի համակարգել եմ տեղեկատվական աշխատանքները, ինչպես նաև հնարավորինս աջակցել եմ արտաքին քաղաքական և միջազգային իրավական ջանքերի կյանքի կոչմանը:

Կարծում եմ՝ ինձ ճանաչողները լավ գիտեն, որ պետական համակարգում լինեմ, թե ոչ, միևնույն է՝ ես շարունակելու եմ իմ ծառայությունը Հայրենիքիս ու Ժողովրդիս՝ դրա անառարկելի առանցքը համարելով կայուն ու զարգացող պետությունը: Հատկապես շրջափակման ու ադրբեջանական ցեղասպանական քաղաքականության հարուցած այս ծանրագույն պայմաններում առավել քան երբևէ բոլորիս ջանքերը պետք է ուղղված լինեն Արցախի Հանրապետության պետական համակարգի անսասան ու արդյունավետ գործառնությունն ապահովելուն: Ուստի, իմ պաշտոնաթողությունը համարելով քաղաքական անհրաժեշտություն՝ միաժամանակ ես երբևէ անձերով ու կարգավիճակով չեմ պայմանավորել իմ ազգային ու հանրային ծառայությունը: Հետևաբար, մշտապես պատրաստակամ եմ իմ սկզբունքների ու արժեքների շրջանակներում առավելագույնս աջակցելու ԱՀ իշխանություններին՝ թե՛ արտաքին և թե՛ ներքին բազմաբնույթ մարտահրավերների հաղթահարման գործում:

Անկախ իմ ոչ առաջնային կարգավիճակից՝ ներողություն եմ հայցում մեր բոլոր հայրենակիցներից, ում ակնկալիքները չեմ կարողացել բավարարել կամ թույլ եմ տվել տարբեր բացթողումներ: Շնորհակալություն նախագահ Հարությունյանին և պետնախարար Ներսիսյանին՝ պետությանը ծառայելու ինձ ընձեռնված հնարավորության համար, իսկ բոլոր գործընկերներիս՝ արդյունավետ համագործակցության համար:

Պատմական համբերություն և վճռականություն մեր ժողովրդին՝ պետականությունն ու Հայրենիքը պահպանելու և հաջորդ սերունդներին ժառանգելու ծանրագույն առաքելության մեջ»:
