Լաչինի միջանցքը պետք է ապաշրջափակվի, Աղդամի ճանապարհի օգտագործումը կարող է լինել հարցի լուծման մաս․ Շառլ Միշել

Եվրոպական խորհրդի նախագահ Շառլ Միշելի մամուլի խոսնակը հայտարարություն է տարածել․

«Նախագահ Միշելը շարունակում է ակտիվորեն ներգրավված լինել Հայաստան-Ադրբեջան հարաբերությունների կարգավորման գործընթացի առաջմղման գործում: Նրա ջանքերը, որոնց աջակցում էր Հարավային Կովկասում ԵՄ հատուկ ներկայացուցիչ Տոյվո Կլաարը, վերջին շաբաթների ընթացքում, որպես առաջնահերթություն, կենտրոնացած էին Ղարաբաղի հայերի հումանիտար իրավիճակի կարգավորման վրա:

Կլաարը և Միշելի թիմը հաճախակի կապի մեջ են եղել Բաքվի, Երևանի և Ղարաբաղի հայերի ներկայացուցիչների հետ՝ մուտքի ապաշրջափակման համար լուծում մշակելու համար։

Ներկայիս հումանիտար իրավիճակը տեղում արագորեն վատանում է, ծայրաստիճան  կարևոր է քայլեր ձեռնարկել՝ տեղական բնակչության կարիքները բավարարելու համար:

Եվրոպական խորհրդի նախագահ Շառլ Միշելն առաջարկել է փուլային մոտեցում, որը կարտացոլի Լաչինի միջանցքի լիարժեք շահագործման և Աղդամի երթուղու բացման հաջորդականությունը։

Այս քայլերի հաջորդականությունը և բեռների տեսակը, որը կմատակարարվի այս ճանապարհներից յուրաքանչյուրով, ինչպես նաև դրան հաջորդող ընթացակարգերը, եղել են վերջին քննարկումների առանցքում:

ԵՄ-ն խորապես համոզված է, որ Լաչինի միջանցքը պետք է ապաշրջափակվի՝ համաձայն նախկին համաձայնագրերի և Միջազգային դատարանի վճռի։

Աղդամի ճանապարհի օգտագործումը մատակարարումների համար կարող է լինել հիմնական կարիքների հրատապ և ամենօրյա ապահովման կոնկրետ ու կայուն լուծման մաս: Այս տարրերի շուրջ քննարկումները սկսվել են 2023 թվականի հուլիսի 15-ին Բրյուսելում ղեկավարների վերջին հանդիպումից հետո։

ԵՄ-ն նաև ընդգծել է, որպեսզի Բաքուն ղարաբաղցի հայերին պարզաբանի Լաչինի միջանցքով դեպի Հայաստան և Հայաստանից Ղարաբաղ տեղաշարժվելու ընթացակարգերը:

Զուգահեռաբար, քննարկումները կենտրոնացել են նաև ղարաբաղցի հայերին էլեկտրաէներգիայի և գազի մատակարարումների շուտափույթ վերականգնման վրա:

Անմիջական իրավիճակից բացի, ԵՄ-ն շեշտել է հակամարտության ժառանգությունը հաղթահարելու անհրաժեշտությունը՝ երկարաժամկետ կայուն լուծումը հեշտացնելու համար:

Բաքվի և նախկին Լեռնային Ղարաբաղի Ինքնավար Մարզում բնակվող հայերի ներկայացուցիչների միջև երկխոսությունն այս առումով էական կլինի։ Ղարաբաղի հայերի իրավունքներն ու անվտանգությունը պետք է երաշխավորվեն, իսկ կոնկրետ եղանակների շուրջ քննարկումները պետք է սկսվեն հնարավորինս արագ։

Բաքվի և Ղարաբաղի հայերի միջև երկխոսությունը վստահության ամրապնդման կարիք ունի։ Այդ նպատակով ԵՄ-ն տարբեր առաջարկներ է ներկայացրել այս գործընթացին միջազգային աջակցության, ինչպես նաև ձեռք բերված պայմանավորվածությունների իրականացմանն աջակցելու, տեղում ներգրավվելու համար:

 

Վերոնշյալ բոլոր ջանքերը միայն մեկ նպատակ ունեն՝ ապահովել Բաքվի և Երևանի միջև հարաբերությունների անշրջելի կարգավորումը՝ ի շահ տեղի բնակչության։ Այժմ եկել է խիզախ փոխզիջումային լուծումների ժամանակը, նաև այսօրվա էսկալացիայի լույսի ներքո:

ԵՄ-ն ներգրավված է եղել այլ միջազգային դերակատարների հետ այդ ջանքերում կանոնավոր անձնական շփումների և կարծիքների փոխանակման միջոցով, թե ինչպես լավագույնս կարգավորել ներկա անկայուն իրավիճակը»:
