Արցախի նախագահի հրաժարականը և երկրում ստեղծված նոր քաղաքական իրավիճակը ոչ միայն մարտահրավեր էր, այլ նաև հնարավորություն՝ կարող և լուրջ արցախյան ուժերի համար ներկայացնելու իրենց մոտեցումներն Արցախի զարգացման և անվտանգության իրենց հայեցակարգերը, ինչպես նաև հնարավորություն ստեղծելու Արցախի բնակիչների կյանքը բարելավվելու։

Արայիկ Հարությունյանը 44-օրյա պատերազմից հետո վերածվել էր Նիկոլ Փաշինյանի կցորդի և կատարում էր Փաշինյանի ու ադրբեջանցիների պահանջները։ Այդ պահանջներից մեկն էլ, հիշեցնենք, Արցախի պետնախարարի պաշտոնից Ռուբեն Վարդանյանի ազատումն էր։ Եվ այժմ Արցախի անվատանգության և զարգացման ճակատը՝ Ռուբեն Վարդանյանի գլխավորությամբ, կարող է իրավիճակ և օրակարգ թելադրել Արցախում։ Իհարկե, սուտ են բոլոր այն մտայնությունները, թե հենց Ռուբեն Վարդանյանն ու հենց նրա գլխավորած ճակատն են պարտադրել Արայիկ Հարությունյանին հրաժարական տալ։ Ռուբեն Վարդանյանը եղել է այն անձանց թվում, որ ընդամենը հանդիպել են Արայիկ Հարությունյանին և նրանից լսել իր հրաժարականի մտադրության մասին։ Թեպետ նախկին պետնախարարը դարձել էր փաշինյանական վարչախմբի ու նրա սպասարկուների արձակման թիրախը, սակայն վստահաբար կարելի է ասել, որ Արցախում նոր ձևավորված իրողությունների պայմաններում Փաշինյանի ազդեցությունը զգալի նվազել է, նրա հետ համագործակցող ուժերը չունեն բավարար հեղինակություն, իսկ «Արցախի անվտանգության և զարգացման ճակատի» ու նրա համակարգող Ռուբեն Վարդանյանի հեղինակութունը գնալով աճել է։

Ճակատի խորհուրդը երեկ հերթական նիստ է գումարել, քննարկել օգոստոս ամսվա աշխատանքները, ինչպես նաև մտքեր փոխանակել Արցախում ստեղծված իրավիճակի շուրջ։ Ներքաղաքական ճգնաժամը, սոցիալական անվերահսկելի իրավիճակի խորացմամբ, արտաքին մարտահրավերներն Ադրբեջանի սադրանքներով ու ճնշումներով, այն մարտահրավերներն են, որոնք օրվա քննարկման առանցքում են եղել։ Նիստին հանրային շարժման համակարգող Ռուբեն Վարդանյանն ամրագրել է այն կարևոր ուղենիշները, որոնք սկզբունքային համաձայնությամբ հռչակվել են Ճակատի գործունեության հիմքում։ Եվ այժմ, Արայիկ Հարությունյանի հրաժարականից հետո, Ռուբեն Վարդանյանն ու Արցախի անվտանգության և զարգացման ճակատը կարող են նոր, թարմ գաղափարներով և քաղաքական քայլերով տոն տալ Արցախում, Ադրբեջանին էլ ստիպել հաշվի նստել Արցախի հետ։
