Եվրամիությունը մեծ մտահոգությամբ հետևում է Լաչինի միջանցքով ազատ տեղաշարժի շարունակական սահմանափակումներին և «Ղարաբաղի հայերի» (չակերտները՝ Tert.am, Արցախի Հանրապետություն) վրա ազդող մարդասիրական և անվտանգության լուրջ հետևանքներին։ Այս մասին ասվում է ԵԽ-ում ԵՄ պատվիրակության հայտարարությունում:
ԵՄ-ն հիշեցրել է, որ Լաչինի միջանցքով երթևեկությունը խոչընդոտվել է գրեթե 9 ամսով, իսկ հունիսի 15-ից միջանցքը գրեթե ամբողջությամբ փակվել է՝ բացառությամբ երբեմն իրականացվող բժշկական տարհանումների: Դրա հետևանքով դեղորայքն ու առաջին անհրաժեշտության ապրանքներն աղետալիորեն պակասում են կամ դրանք արդեն սպառվել են, ինչը սարսափելի հետևանքներ է ունենում տեղի բնակչության համար:
ԵՄ-ն կրկնել է հուլիսի 26-ին ԵՄ Արտաքին հարաբերությունների գծով բարձրագույն հանձնակատարի կողմից արված կոչը՝ ապահովելու Լաչինի միջանցքով երկու ուղղությամբ տեղաշարժի ազատությունն ու անվտանգությունը և երաշխավորելու, որ ճգնաժամն ավելի չսրվի:
«ԵՄ-ն ի գիտություն է ընդունել Ադրբեջանի իշխանությունների պատրաստակամությունը՝ ապրանքներ մատակարարել Աղդամ (Անկա) քաղաքով։ ԵՄ-ն խորապես համոզված է, որ Լաչինի միջանցքը պետք է ապաշրջափակվի՝ համաձայն նախկինում ձեռք բերված պայմանավորվածություններին և Միջազգային դատարանի հրամանին:
ԵՄ-ն ուշադրությամբ հետևում է վերջին ամիսների ընթացքում Ադրբեջանի և Հայաստանի միջև աճող լարվածությանը իրենց միջազգային սահմանի երկայնքով, որտեղ գրեթե ամեն օր արձանագրվում են կրակոցների դեպքեր: Մենք կոչ ենք անում բոլոր կողմերին խուսափել հետագա միջադեպերից և վերսկսել երկխոսությունը։
Տեղում տիրող իրավիճակին հետևելու և զեկուցելու նպատակով Հայաստանում ԵՄ առաքելությունը (EUMA) պարեկություն է իրականացնում Հայաստանի և Ադրբեջանի միջև միջազգային սահմանի հայկական կողմից։ Առաքելության նպատակն է նպաստել հակամարտությունների կարգավորմանը և վստահության ձևավորմանը Հայաստանի և Ադրբեջանի միջև:
ԵՄ-ն կրկնում է զսպվածության և երկխոսության իր կոչերը՝ ուղղված բոլոր կողմերին: Շարունակական ջանքեր են անհրաժեշտ Հայաստանի և Ադրբեջանի միջև վստահության վերականգնման համար՝ տարածաշրջանում կայուն խաղաղություն և կայունություն ապահովելու նպատակով՝ ի շահ տեղի քաղաքացիական բնակչության: Բաքվի և նախկին Լեռնային Ղարաբաղի Ինքնավար Մարզում բնակվող հայերի ներկայացուցիչների միջև երկխոսության արագ հաստատումը կարևոր է, մասնավորապես, տարածաշրջանում հումանիտար ճգնաժամի լուծման, ինչպես նաև «Ղարաբաղի հայերի» (չակերտները՝ Tert.am, Արցախի Հանրապետություն) իրավունքների և անվտանգության և այլ հարցերի առնչությամբ», -ասված է հայտարարությունում:
