ԿԳՄՍ նախարարությունը զգուշացնում է դպրոցներին
SOCIETYՍեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին
Առաջիկայում կայանալիք Երևանի ավագանու ընտրությունների ժամանակ ուսումնական հաստատությունները պետք է ներգրավված չլինեն քաղաքական գործընթացներում, և անընդունելի են որևէ քաղաքական ուժի ընտրելու կամ նրանց հավաքներին մասնակցելու ուղղորդումները, հայտնում են նախարարությունից։
«ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը բոլոր քաղաքական ուժերին, ուսումնական հաստատությունների տնօրեններին և աշխատակիցներին կոչ է անում պահպանել ՀՀ օրենսդրության պահանջները և զերծ մնալ կրթական հաստատություններում քաղաքական քարոզչություն իրականացնելուց:
Մասնավորապես՝ «Հանրակրթության մասին» ՀՀ օրենքի 4-րդ հոդվածի 8-րդ մասը սահմանում է. «Ուսումնական հաստատություններում արգելվում է իրականացնել քաղաքական գործունեություն կամ քարոզչություն»:
Ընտրական օրենսգրքում ևս ամրագրված է, որ արգելվում է նախընտրական քարոզչություն կազմակերպելը կամ կատարելը, ցանկացած բնույթի քարոզչական նյութ տարածելը, նախընտրական քարոզչության նպատակով ծառայողական պարտականությունների իրականացման համար տրամադրված ֆինանսական, տեղեկատվական միջոցները, տարածքները, տրանսպորտային և կապի միջոցները, նյութական ու մարդկային ռեսուրսները օգտագործելը ուսումնական հաստատությունների աշխատողներին՝ իրենց լիազորություններն իրականացնելիս կամ ի պաշտոնե հանդես գալիս:
Նմանօրինակ ահազանգերի և փաստերի առկայության դեպքում հորդորում ենք դիմել ՀՀ ԿԳՄՍ նախարարություն կամ իրավապահ մարմիններին:
Բողոքների դեպքում նախարարությունը լինելու է հետևողական՝ ուսումնական հաստատություններում քաղաքական քարոզչության արատավոր և անընդունելի դեպքերը բացահայտելու հարցում:
Կրթական համակարգի շատ խնդիրներ ի հայտ են եկել՝ ժամանակին նախընտրական գործընթացներում ուսումնական հաստատությունների արատավոր ներգրավվածության արդյունքում, ուստի առաջնահերթ կարևորություն ունի հաստատությունները քաղաքական գործընթացում ներքաշելու ցանկացած փորձի կասեցումը։ Խստորեն կպատժվեն այն տնօրեններն ու մանկավարժները, որոնք քաղաքական քարոզչություն կիրականացնեն դպրոցներում։ ԿԳՄՍ նախարարությունը կոչ է անում նախընտրական գործընթացում ներգրավված բոլոր ուժերին, հասարակական նախաձեռնություններին և անհատներին՝ զերծ մնալ կրթական համակարգը նախընտրական շահարկումների առարկա դարձնելուց»,-նշվում է հայտարարության մեջ։
