Խորհրդարանը նոր Օմբուդսմեն պետք է ընտրի առաջիկա քառօրյայի ընթացքում

«Մարդու իրավունքների պաշտպանի մասին» ՀՀ օրենքը սահմանում է, որ պաշտպանի լիազորությունների վաղաժամկետ դադարման դեպքում պաշտպանի ընտրություններն անցկացվում են պաշտոնը թափուր մնալուց հետո՝ 1 ամսվա ընթացքում: Ինչպես հաղորդում է «Արմենպրես»-ը, Մարդու իրավունքների պաշտպանի լիազորությունների վաղաժամ կետ դադարման դեպքում Ազգային ժողովի նախագահն առաջիկա նիստում պատգամավորներին տեղեկացնում է այդ մասին: Մարդու իրավունքների պաշտպանին ընտրում է Ազգային ժողովը՝ պատգամավորների ընդհանուր թվի ձայների առնվազն 3/5-ով՝ 6 տարի ժամկետով, ԱԺ պատգամավորների առնվազն 1/5-ի կողմից առաջադրված թեկնածուներից:
ՀՀ Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը հունվարի 12-ին հրաժարական է ներկայացրել: «Պաշտպանը շնորհակալություն է հայտնում բոլոր գործընկերներին համատեղ աշխատանքի համար և հույս է հայտնում, որ մարդու իրավունքների պաշտպանությունը կշարունակի մնալ մեր պետության և հասարակության առաջնահերթությունը: Այս կապակցությամբ այլ մեկնաբանություններ չեն լինելու»,-նշված է ՄԻՊ գրասենյակի ֆեյսբուքյան էջում:
Քանի որ օրենքը սահմանում է, որ նոր Օմբուդսմենը պետք է ընտրվի նախորդի հրաժարականից հետո՝ 1 ամսվա ընթացքում, կարելի է ենթադրել, որ փետրվարի 1-ին մեկնարկելիք ԱԺ նստաշրջանի առաջին քառօրյայի ընթացքում ԱԺ-ն նոր Օմբուդսմեն կընտրի, քանի որ մինչև փետրվարի 12-ը դա կլինի միակ քառօրյա նիստը:
Օրենքը սահմանում է նաև, որ Օմբուդսմենն Ազգային ժողովին հրաժարական ներկայացնելուց ոչ ուշ, քան 10 օր հետո կրկնում է իր հրաժարականը, որից հետո միայն նրա լիազորությունները վաղաժամկետ դադարում են:
