«Փաստ» օրաթերթը գրում է.
Համատիրություններից դժգոհությունները երբեք չեն նվազում. դրանց պատճառների մասին կան տարբեր մոտեցումներ: Իսկ կա՞ն հնարավորություններ՝ փոխել վիճակը: Երևանի ավագանու ընտրություններին մասնակցող «Հաղթանակ» կուսակցության քաղաքապետի թեկնածու Վիկտոր Մնացականյանը կարծում է, որ քաղաքային իշխանությունների և բնակիչների շփումն ավելի օպերատիվ և արդյունավետ կդարձնեն կառավարչական հիմնարկները:
«Ցանկանում ենք, որ համատիրությունները ձևափոխվեն, վերանվանվեն կառավարչական հիմնարկների, ունենան շահույթ հետապնդելու հնարավորություն, ավելի մեծանան նրանց գործառույթները, օպերատիվ ու արագ արձագանքեն բակերի ու շենքերի բնակիչների խնդիրներին: Ընդ որում, կառավարչական ամեն հիմնարկ չպետք է տնօրինի 1500-ից ավելի բնակարան: Հիմնարկները պետք է սկսեն նոր գումարներ փնտրել: Շատ կարևոր է համատիրությունների տարածքում և բազմաբնակարան շենքերում զետեղված կոմերցիոն տարածքների հետ առանձին ֆինանսական հարաբերությունների ստեղծումը»,-«Փաստի» հետ զրույցում ասում է Մնացականյանը:
Ընդգծում է՝ կարևոր է Երևանի համաչափ զարգացումը: «Կենտրոնում բակեր ունենք, որ մեկ տասնյակի հասնող գործող բիզնեսներ կան, ասենք, շենքերի առաջին հարկերում, իսկ օրինակ՝ Շենգավիթում, հնարավոր է, չորս բակում շրջես, և մեկ կոմերցիոն տարածք չլինի, որ կարողանաս գումար գանձել: Այս դեպքում մայրաքաղաքում կոմերցիոն տարածքներից հավաքագրված գումարից համաչափության սկզբունքով որոշակի գումար կտրամադրվի վարչական մյուս շրջանների խնդիրների լուծմանը»,-նշում է մեր զրուցակիցը:
Հավելում է՝ կառավարչական հիմնարկի դեպքում պարտադիր վճարները պետք է մի քիչ ավելանան, ինչը կարող է, օրինակ՝ թույլ տալ մեծ բակերում ունենալ մաքրությունն ապահովող աշխատակիցներ, որոնք կստանան կանաչապատման լիցենզիա և ազատ ժամերին կկարողանան, ասենք, կարգի բերել կանաչ տարածքները: «Ցանկանում ենք, որ լինի քաղաքապետարան, վարչական շրջաններ, թաղային համայնքներ: Ունենք մեծ ու ձևավորված թաղային համայնքներ՝ Սարի թաղ, Արեշ, Կոնդ և այլն: Կյանքի ենք կոչելու թաղային համայնքի գաղափարը: Մեր առաջարկած կոնցեպտում կառավարչական հիմնարկները պետք է շատ սերտ համագործակցեն թաղային համայնքների և դրանց ղեկավարների հետ»,-եզրափակում է Վիկտոր Մնացականյանը:
