«Փաստ» օրաթերթը գրում է.

Հայաստանում սև մետաղների արդյունավետ հանքավայրերի (ինչպես նաև՝ մետաղական պղնձի արտադրության) բացակայության պարագայում հայկական մետաղամշակման ընկերությունները որպես հումք օգտագործում են մետաղի տեղական ջարդոնն ու թափոնը։ Էկոնոմիկայի նախարարությունը նշում է՝ վերջին տարիների փորձը ցույց է տվել որպես հումք ներմուծվող (ինչպես ԵԱՏՄ, այնպես էլ երրորդ երկրներից) սև և գունավոր մետաղների ջարդոնով կամ նախապատրաստվածքով աշխատելու տնտեսական աննպատակահարմարությունը՝ պայմանավորված ներմուծվող այդ ապրանքների բարձր գների, երկաթուղային տրանսպորտով դրանց ուղղակի առաքման հնարավորության բացակայության ու լոգիստիկ մեծ ծախսերի պատճառով:

Արդյունքում ներմուծված հումքով տեղական ձեռնարկությունների արտադրած վերջնական արտադրանքը բարձր ինքնարժեքի պատճառով նույնիսկ ներքին շուկայում դառնում է անմրցունակ։ Նշված գործոնները հանգեցնում են մեր երկրում գործող ձեռնարկությունների ֆինանսական վիճակի վատթարացմանը, դրանց արտադրական գործունեության խաթարմանն ու դադարեցմանը և ամբողջապես ներմուծումից կախվածությանը։ Վերջին շրջանում ԵԱՏՄ ընդհանուր շուկայում ձևավորված բարձր գների պատճառով նկատվում էր Հայաստանից սև և գունավոր մետաղների ջարդոնի արտահանման գործընթաց։ Այն չկանոնակարգելու դեպքում տեղական մետաղագործական և մետաղամշակման ոլորտի, ինչպես նաև մալուխների և լարերի արտադրության ավելի քան 30 ձեռնարկություն ստիպված կլինի օգտագործել որպես հումք բացառապես ներմուծվող մետաղի ջարդոնը կամ նախապատրաստվածքները:

Ձեռնարկությունների գործունեության արդյունավետության ապահովման անհրաժեշտությամբ պայմանավորված՝ կառավարության 2023թ.-ի հունիսի 22-ի N994-Ն որոշմամբ 6 ամսով արգելվել էր սև և գունավոր մետաղների ջարդոնի ու թափոնի, ինչպես նաև սև և գունավոր մետաղից պատրաստված օգտագործված որոշ ապրանքների (որոնք կորցրել են որպես առաջնային ապրանք օգտագործելու պիտանելիությունը) արտահանումը:

Առաջարկվում է N994-Ն որոշմամբ սահմանված ապրանքների արտահանման արգելքի ժամկետն ավարտվելուց հետո նախագծով սահմանել դրույթ, որով արտահանման արգելքի գործողության ժամկետ կսահմանվի վեց ամիսը, դրա ավարտից հետո այն կերկարաձգվի ևս վեց ամսով, եթե կառավարությունն արգելքը վերացնելու վերաբերյալ իրավական այլ ակտ չընդունի։ Արգելքը գործելու է և՛ ԵԱՏՄ, և՛ երրորդ երկրների պարագայում:
