«Փաստ» օրաթերթը գրում է.
Հանրային քննարկման է ներկայացվել նախագիծ, որով առաջարկվում է լրացում կատարել «Վիճակախաղերի մասին» օրենքում: Նշվում է, որ օրենքի համաձայն, խաղային գործունեության կազմակերպիչը վերահսկող մարմին է ներկայացնում յուրաքանչյուր եռամսյակի համար տարածքային հարկային մարմնի տեղեկանքը՝ հաշվետու եռամսյակում հարկերի և օրենքով սահմանված այլ պարտադիր վճարների գծով իր պարտավորությունների մասին, ինչպես նաև մինչև հաշվետու տարվան հաջորդող տարվա ապրիլի 30-ը վերահսկող մարմին է ներկայացնում պետական մարմիններին ներկայացվող իր տարեկան ֆինանսական հաշվետվությունների վերաբերյալ անկախ աուդիտորական եզրակացությունը և հրապարակում իր տարեկան ֆինանսական հաշվետվությունները:
Նախագծի հիմնավորման մեջ նշվում է, որ ներկայումս խաղային գործունեության կազմակերպիչների տեղեկատվական համակարգերը, ծրագրային միջոցները, տվյալների շտեմարանները միացված չեն վերահսկող մարմնին, առկա են վերահսկողության իրականացման հետ կապված խնդիրներ, այդ թվում՝ կապված ֆինանսական հոսքերի նկատմամբ վերահսկողությունը և խաղային գործունեության կազմակերպիչների ներկայացրած հաշվետվությունների արժանահավատությունը ստուգելու հետ: Նախագծով առաջարկվում է լրացում կատարել օրենքում, որի համաձայն յուրաքանչյուր տարի վիճակախաղերի կազմակերպչի ֆինանսական հաշվետվությունները պետք է ենթարկվեն աուդիտի:
Կենտրոնական բանկի խորհուրդը սահմանում է ֆինանսական կազմակերպությունների ֆինանսատնտեսական գործունեության աուդիտ իրականացնող անձին ներկայացվող չափանիշները, որոնց բավարարող անկախ աուդիտորական կազմակերպությունն էլ կարող է իրականացնել համապատասխան ստուգումները: Ակնկալվում է, որ նախագծի ընդունմամբ անկախ աուդիտ իրականացնող անձը, բացի աուդիտորական եզրակացության կազմումից, պետք է նախատեսի նաև կազմակերպչի կողմից վերահսկող մարմնին ներկայացվող հաշվետվությունների արժանահավատության ստուգում, որը կնպաստի խաղային ոլորտի կազմակերպությունների հաշվետվողականության և թափանցիկության բարձրացմանը:
