«Չորրորդ իշխանություն». ՀՀԿ ներսում նոր տարաձայնություններ են սկսվել

«Լավատեղյակ աղբյուրներից «ՉԻ»–ին հայտնի դարձավ, որ ՀՀԿ ներսում նոր տարաձայնություններ են սկսվել։ Իսկ պատճառը եղել է այն, թե ով պետք է հեղինակի սահմանադրական փոփոխություններից հետո ընդունվելիք Ընտրական նոր օրենսգիրքը։ Բանն այն է, որ ԸՕ-ն պետք է գրվի զրոյից, քանի որ նոր սահմանադրությամբ նախատեսված է անցում 100 տոկոս համամասնական ընտրակարգի։ Եվ ահա, Աժ ՀՀԿ-ական պատգամավորների մի մասը չի ցանկացել համակերպվել այն մտքի հետ, որ ԸՕ-ն գրելու են ոչ թե իրենք՝ պատգամավորները, ՀՅԴ և ԲՀԿ իրենց գործընկերների հետ միասին, այլ նոր սահմանադրության հեղինակները՝ Դավիթ Հարությանյանը, Վարդան Պողոսյանն ու Հրայր Թովմասյանը։

Ընդ որում, ՀՀԿ–ականներին այս հարցում «դուխ տվողները հենց ՀՅԴ-ից ու ԲՀԿ-ից են եղել, ու ՀՀԿ-ականները կուսակցության ներսում նույնիսկ ակնարկել են, որ ԱԺ-ից օրենսդիր ֆունկցիան ըստ էության վերցրել են՝ թողնելով միայն կոճակ սեղմելու առաքելությանը։ Այնուամենայնիվ, վերջում որոշում է կայացվել սահմանադրության հեղինակների մի մասը կհեղինակի նաև ԸՕ-ն, բայց՝ պատգամավորների հետ միասին, նրանց առաջարկները հաշվի առնելով։ Նկատենք, որ նոր ԸՕ-ն հեշտ չէ գրել, թեկուզ այն պատճառով, որ իշխանութունները խնդիր ունեն մի կերպ այնտեղ  ամրագրել կայուն  մեծամասնության և երկրորդ փուլի անցկացման հարցը, ինչին ՀՅԴ-ն ու ԲՀԿ-ն կողմ չեն՝ գոնե այս պահին։ Թե ինչպես են դա անելու չկա վերջնական որոշում, նրանք տարբերակներ են մտածում»,–գրում է թերթը։
