Որ կետի պատճառով է ձգձգվում «Խաղաղության պայմանագրի» ստորագրումը

Իշխանական աղբյուրները հայտնում են, որ «խաղաղության պայմանագիր» կոչվող փաստաթղթի ստորագրման գլխավոր խոչընդոտը փախստականների վերադարձի հարցն է, որը պաշտոնական Բաքուն ոչ միայն փորձում է ամրագրել իբրեւ պայմանագրի կետերից մեկը, այլեւ երաշխիքներ ստանալ Հայաստանից՝ ադրբեջանցիների վերադարձի դեպքում ապահովելու նրանց անվտանգությունն ու իրավունքները։
Նիկոլ Փաշինյանը ՔՊ-ականների հետ վերջին փակ հանդիպումների ժամանակ այդ մասին բաց զրույց է ունեցել՝ ասելով, որ, մի կողմից, չեն կարող դեմ գնալ միջազգային կոնվենցիաներին եւ ընդհանրապես մերժել փախստականների վերադարձը, մյուս կողմից՝ հասկանում են դրա աղետաբեր հետեւանքները, ուստի ամեն ինչ անելու են, որ երաշխիքների մասով խոստումներ չտան՝ այդ փաստարկի հիմքում դնելով ինչպես ավելի քան երեք տասնամյակ առաջ հայերի բռնի տեղահանման փաստը եւ վրեժի հավանականությունը, այնպես էլ այսօր Արցախի ժողովրդի հետ կատարվող բարբարոսությունները։ Այսինքն՝ կետը կլինի, բայց հույս ունեն, որ ադրբեջանցիների վերադարձ Հայաստան՝ չի լինի։
Մինչդեռ ակնհայտ է, որ հարցն ընդհանրապես պետք է օրակարգից հանվի, եւ այդ մասին այս ընթացքում լուրջ հիմնավորումներ են ներկայացվել՝ նախ այն պատճառով, որ ադրբեջանցի փախստականներն ինքնակամ են հեռացել Հայաստանից՝ առանց ջարդի եւ ոչ էլ էթնիկ զտման վտանգից դրդված, եւ շատերը փոխանակել կամ վաճառել են իրենց անշարժ գույքը, իսկ շարժական գույքն էլ հանգիստ տարել են իրենց հետ։ Բազում ապացույցներ կան այն մասին, որ 1989 թվականի ընթացքում Հայկական ԽՍՀ-ից շուրջ 160 հազար «ադրբեջանցիներ» հանգիստ ու ապահով, առանց հետապնդման ենթարկվելու ու դրա հիմնավորված երկյուղը չունենալով, իրենց գույքի, ընտանի կենդանիների հետ, թողած տների ու ունեցվածքի համար փոխհատուցում ստանալով` հեռացել են Հայաստանից: Բացի այդ՝ 1989 թվականին հայկական իշխանությունները միակողմանիորեն 14 հազար 500 «ադրբեջանական» ընտանիքների` որպես փոխհատուցում Հայաստանում թողած տների ու ունեցվածքի համար, վճարել են 70 մլն ռուբլի (մոտ 110 մլն ԱՄՆ դոլար): Եվ այդ արտագաղթն էլ թափ է հավաքել Սումգայիթի հայտնի դեպքերից եւ հայ փախստականների՝ Ադրբեջանից Հայաստան տեղափոխվելուց հետո։
