«Փաստ» օրաթերթը գրում է.
Արցախի նախագահի հրամանագրով 2024 թ.-ի հունվարի 1-ից Արցախի Հանրապետությունը դադարում է գոյություն ունենալ: Մի կողմից՝ քպականներն ու քպամերձ շրջանակները փորձում են իրենց իշխանության մեղքով ստեղծված ողբերգական վիճակի պատասխանատվությունը գցել Արցախի՝ ընդամենը մի քանի օրվա իշխանությունների վրա, մյուս կողմից՝ կան կարծիքներ, որ այդ հրամանագիրն իրականում իրավական ուժ չունի:
Պառլամենտարիզմի զարգացման միջազգային կենտրոնի գործադիր տնօրեն Գոհար Մելոյանը «Փաստի» հետ զրույցում ասում է, թե անթույլատրելի է, որ Արցախի նախագահի նկատմամբ մեղադրանքներ հնչեն առ այն, որ նա ստորագրել է այդ փաստաթուղթը:«Սա պարտադրված փաստաթուղթ է՝ փաստացի իրավիճակով պայմանավորված, և հետագայում, եթե կարողանանք ոտքի կանգնել, մեր բանակաշինությամբ զբաղվենք և «ուժն է ծնում իրավունք» սկզբունքով առաջնորդվենք, այդ փաստաթուղթը խաղարկելու ենք: Որպես իրավաբան՝ հայկական կողմի համար բավականին շահավետ դրույթ եմ նկատել:
Այս իշխանությունն էր այն ուժը, որ Արցախում ամպագոռգոռ հայտարարություն արեց՝ Արցախը Հայաստան է և վերջ, դրան հաջորդեց 44-օրյա պատերազմը, հետո հայտարարեցին, թե որևէ աղերս չունեն Արցախի հետ՝ հրաժարվելով արցախահայությունից ու խախտելով մեր պետության ակունքներում եղած իրավական փաստաթղթերի՝ Անկախության հռչակագրի տրամաբանությունն ու դրույթները, Սահմանադրության հիմունքները և այլն: Իմ գնահատմամբ, այս փաստաթուղթն առոչինչ է»,-նշում է Գոհար Մելոյանը:
