ԱՄՆ կոնգրեսի 75 անդամներ նախագահի վարչակազմին կոչ են արել պատժամիջոցներ սահմանել Ադրբեջանի նկատմամբ, դադարեցնել Բաքվին ԱՄՆ ռազմական օգնությունը, հումանիտար օգնություն տրամադրել Լեռնային Ղարաբաղից բռնի տեղահանված բնակչությանը և միջազգային դիտորդներ տեղակայել Լաչինի միջանցքում։

«Արմենպրես»-ի փոխանցմամբ՝ Կոնգրեսի անդամների կողմից ԱՄՆ նախագահ Ջո Բայդենին ուղղված նամակի նախաձեռնողներն են ԱՄՆ Ներկայացուցիչների պալատի նախկին խոսնակ Նենսի Փելոսին և կոնգրեսական Աննա Էշուն։

Նամակի հեղինակները, կազմված Կոնգրեսի երկու կուսակցություններից, դատապարտել են Լեռնային Ղարաբաղի վրա «չհրահրված ռազմական հարձակումը» և «իննամսյա դաժան շրջափակումը», ինչի հետևանքով տեղի հայ բնակչությանը «մնում էր միայն փախչել»։

ԱՄՆ օրենսդիրներն արձանագրել են, որ չնայած Լեռնային Ղարաբաղի բնակչությանը սպառնացող ցեղասպանության մասին ահազանգերին՝ տեղի է ունենում հումանիտար աղետ, որը հնարավոր էր կանխել։

Կոնգրեսականներն առաջարկում են գործի դնել Ազատության աջակցության ակտի 907 լրացումը, որն ԱՄՆ կառավարությանն արգելում էր ռազմական օգնություն տրամադրել Ադրբեջանին։ Նաև կոչ է արվում անձնական պատժամիջոցների ենթարկել Ադրբեջանի պաշտոնյաներին՝ կիրառելով «Մագնիտսկիի օրենքը»։  

Բացի այդ, նամակի հեղինակներն առաջարկում են հումանիտար օգնություն տրամադրել Լեռնային Ղարաբաղից տեղահանված բնակչությանը և միջազգային հանրությանը կոչ անել՝ ներգրավվելու այդ գործում։

Կոնգրեսականները նաև անհրաժեշտ են համարում միջոցներ ձեռնարկել՝ ապահովելու Լեռնային Ղարաբաղի բնակչության անվտանգ տարհանումը դեպի Հայաստան, այդ թվում՝ Լաչինի միջանցքում միջազգային դիտորդների տեղակայմամբ։ Ըստ նամակի հեղինակների՝ անհրաժեշտ է նաև ուղիղ շփումներ ունենալ Ադրբեջանի հետ՝ Լեռնային Ղարաբաղի իշխանություններին համաներում ապահովելու նպատակով։
