Արցախի նախկին պետնախարար Արտակ Բեգլարյանը գրում է․ «Մի քանի տվյալ Արցախի ներկա բնակչության և պատերազմի ու վառելիքի պահեստի պայթյունի հետևանքների վերաբերյալ.
1. Իմ տեղեկություններով՝ Արցախում՝ ադրբեջանական իշխանության ներքո մնացել են առավելագույնը 40 հայեր, ներառյալ՝ ենթադրաբար իրենց տներում մնացած միայնակ ու անօգնական անձինք, որոնց հնարավոր չէ եղել գտնել առ այսօր: Այդ անձանց որոնման աշխատանքները կատարում էին Արցախի փրկարարները՝ որոշակի դրական արդյունքներով, իսկ այժմ՝ փրկարարների դուրս գալուց հետո՝ Կարմիր խաչը:
2. Արցախում մնացած մոտ 15 հայի մասին հստակ տեղեկություններ կան, որոնց տեսնողներ ու նույնականացնողներ են եղել: Նրանք ենթադրաբար որոշել են կամավոր մնալ Արցախում և ընդունել Ադրբեջանի իշխանությունների պայմանները հպատակեցման վերաբերյալ:
3. Որքան տեղյակ եմ, Արցախի Հանրապետության իշխանությունների վերջին ներկայացուցիչները երեկ դուրս են եկել Արցախից՝ նախագահ Շահրամանյանի գլխավորությամբ: Ուստի, կարելի է ասել, որ Արցախի ողջ տարածքում արդեն գործում է բացառապես ադրբեջանական օկուպացիոն ու ցեղասպան իշխանությունը:
4. Արցախի ներկա և նախկին պաշտոնյաներից 8-ը ձերբակալվել և պատանդառվել են Ադրբեջանի կողմից՝ տարբեր մտացածին մեղադրանքներով. նրանք են՝ նախկին նախագահներ Արկադի Ղուկասյանը, Բակո Սահակյանը, Արայիկ Հարությունյանը, Ազգային ժողովի գործող նախագահ Դավիթ Իշխանյանը, նախկին պետական նախարար Ռուբեն Վարդանյանը, արտաքին գործերի նախկին նախարար Դավիթ Բաբայանը, պաշտպանության նախկին նախարար Լևոն Մնացականյանը, պաշտպանության նախարարի նախկին տեղակալ Դավիթ Մանուկյանը:
5. 24-ժամյա պատերազմի և վառելիքի պահեստի պայթյունի հետևանքով զոհերի, վիրավորների ու անհայտ կորածների վերաբերյալ լիազոր պետական մարմինները շարունակում են փաստահավաք ջանքերը և թարմացնում են ցուցակները: Իմ տեղեկություններով՝ պատերազմի հաստատված զոհերի թիվը գերազանցում է 220-ը՝ չհաշված անհայտ կորածները, իսկ վառելիքի պահեստի պայթյունի վայրից գտնվել է ավելի քան 170 անձի մարմին ու մասունք՝ կրկին չհաշված անհայտ կորածները:
6. Անհայտ կորածների ու գերիների վերաբերյալ ես թարմ տեղեկություններ չունեմ, սակայն, վստահ եմ, առաջիկայում լիազոր մարմինները համապատասխան պաշտոնական թարմացումները կկատարեն: Ամեն դեպքում կուզեի մի հարց հստակեցնել, որ մի քանի լիազոր մարմնից ու պաշտոնյայից ճշտել եմ, թե արդյոք ճիշտ են զրույցներն այն մասին, թե իբր վառելիքի պահեստի պայթյունից հետո ադրբեջանական ծառայություններն իրենց մոտ են տեղափոխել մի խումբ վիրավորների: Բոլոր պաշտոնյաները տվել են հստակ բացասական պատասխան: Ուստի, պայթյունի հետևանքով անհայտ կորածների հարազատները, ցավոք, պետք է իրենց հարազատներին փնտրեն գտնված մարմինների ու մասունքների շրջանում՝ անճանաչելի մարմինների դեպքում ԴՆԹ անալիզների միջոցով: Հարկ է նաև հաշվի առնել մասնագետների ու ականատեսների այն պնդումը, որ պայթյունի զոհերի մի մասն էլ ամբողջությամբ այրվել է կրակի մեջ, և նրանցից ոչ մի մասունք հնարավոր չէ գտնել:
7. Ի լրումն հարյուրավոր ընտանիքների պատուհասած այս անդառնալի կորուստներին՝ հիմա էլ Արցախի ողջ ժողովուրդն է բռնի կերպով տեղահանվել իր հայրենիքից՝ ադրբեջանական ցեղասպանությունից մազապուրծ: Առաջիկայում կանդրադառնամ նաև տեղահանված անձանց քանակի վերաբերյալ տարբեր հարցերի»:
