«Տրամադրվող գումարը մարդկանց չի բավարարելու»․ «Փաստ»

«Փաստ» օրաթերթը գրում է.
Արցախից բռնի տեղահանված և Հայաստան տեղափոխված մարդկանց թիվը կազմում է 100 հազար 520: Կառավարությունը հայտարարել է, որ նրանց կտրամադրվի միանվագ 100 հազար դրամ, ինչպես նաև 6 ամիս յուրաքանչյուր անձի կհատկացվի 40 հազար դրամ բնակարանի վարձակալության և 10 հազար դրամ կոմունալ ծախսերի համար: Արդյո՞ք պետության կողմից տրամադրվող ֆինանսական աջակցությունը բավարար է մեր հայրենակիցների բազմաթիվ խնդիրներին լուծում տալու համար: Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը կարծում է, որ գումարի այդ չափը բավարար չէ:
«Այդ հարցին խորքային պատասխանելու համար, որպեսզի նաև նեղ մասնագետների կարծիքը տարբերվի այս դիլետանտ կառավարության կարծիքից, պետք են խոր վերլուծություն և հաշվարկներ, որոնք չունենք: Ինքս կարող եմ հարցին պատասխանել առաջին հայացքից: Նմանատիպ դեպքերում գումարի այդ չափը բավարար չէ: Մարդկանց պետք է հագուստ, սնունդ և այլն: Բնակարանային վարձավճարը մի դեպքում պետությունն է հոգում, մի դեպքում՝ բարերարներն ու քաղաքացիները, որոնք ուղղակի սրտացավ են իրենց հայրենակիցների հանդեպ: Բայց կա մի ստվար հատված, որը սեփական եկամուտների միջոցով պետք է վարձակալության ծախսերը հոգա»,-ասում է Նաիրի Սարգսյանը՝ միևնույն ժամանակ ուշադրություն հրավիրելով այն հարցին, որ ռուս-ուկրաինական պատերազմի ֆոնին Հայաստան տեղափոխված ռուսաստանցիների և հայրենազրկված ու Հայաստան տեղափոխված արցախցիների համար բնակֆոնդի պահանջարկի աճին զուգահեռ ավելանում են վարձակալության վճարները:
«Սա դժբախտություն է մեր ազգի համար: Հաշվի առնելով պահանջարկին զուգընթաց հատկապես վարձակալության դեպքում այս գնաճը՝ ակնհայտ է դառնում, որ այդ գումարը մարդկանց չի բավարարելու: Գումարած այն, որ մարդիկ ունեն դպրոց, մանկապարտեզ ու համալսարան հաճախող զավակներ, կրթական կենտրոններ մուտք գործելով, նրանց արտաքինից այդ կաշկանդվածությունը չպետք է երևա: Հոգեբանական և այլ խնդիրները ևս պետք է այդ փոխհատուցման մեջ հաշվի առնեն»,-շեշտում է մեր զրուցակիցը:
