«Գարդման-Շիրվան-Նախիջևան» միության հայտարարությունը Գրանադայի քառակողմ հայտարարության վերաբերյալ

«Գարդման-Շիրվան-Նախիջևան» համահայկական միությունը հայտարարություն է տարածել հոկտեմբերի 5-ին Գրանադայում Հայաստանի վարչապետի, Ֆրանսիայի նախագահի, Գերմանիայի կանցլերի և ԵՄ խորհրդի նախագահի մասնակցությամբ քառակողմ հանդիպման վերաբերյալ։
««Գարդման-Շիրվան-Նախիջևան» համահայկական միությունը բարձր է գնահատում հոկտեմբերի 5-ին Գրանադայում կայացած Հայաստան-Ֆրանսիա-Գերմանիա-ԵՄ քառակողմ հանդիպման ընթացքում Հայաստանին ցուցաբերված աջակցությունը։
Խրախուսելի են միջազգային հանրության ջանքերը՝ օգնություն ցուցաբերելու Լեռնային Ղարաբաղից բռնի տեղահանված տասնյակ հազարավոր բնիկ հայերի սոցիալական կարիքները հոգալու ուղղությամբ, սակայն է՛լ ավելի ենք կարևորում քառակողմ հայտարարության մեջ փախստականների վերադարձի իրավունքի մատնանշումը, մասնավորապես հետևյալը․ «փախստականները պետք է ազատորեն օգտվեն իրենց տներ և իրենց բնակության վայրեր վերադառնալու իրավունքից՝ առանց որևէ պայմանների, միջազգային մոնիտորինգի ներքո և հարգելով իրենց պատմությունը, մշակույթը և մարդու իրավունքները»։
Մենք վերահաստատում ենք մեր այն պահանջը, որ Լեռնային Ղարաբաղի հայությունը պետք է հնարավորություն ունենա միջազգային ամուր և վստահելի երաշխիքների պայմաններում վերադառնալու իր բնակության նախնական վայր, և հավելում ենք, որ այս իրավունքը պետք է տարածվի նաև պատմական Գարդմանի, Շիրվանի և Նախիջևանի տարածքից 1988-1992թթ․ բռնի տեղահանված հայության նկատմամբ նույնպես։ Մենք՝ որպես ադրբեջանական ագրեսիան վերապրածներ, լավ ենք գիտակցում մեր վերադարձի կարևորությունը թե՛ հայկական մշակութային միջավայրի պաշտպանության և վերականգնման, թե՛ միջազգային իրավունքի կիրառականության, հեղինակության ապահովման տեսանկյունից, ինչը կարող է վերածվել ապագայում նման երևույթները կանխարգելելու լրջագույն կռվանի։
Ուստի կոչ ենք անում միջազգային հանրությանը՝ ազդեցիկ երկրներին, միջազգային կազմակերպություններին և հեղինակավոր մարդասիրական ու իրավապաշտպան կառույցներին մեծացնել ջանքերը ուղղելու մեկհարյուրամյա թերացումը և նպաստելու թե՛ Լեռնային Ղարաբաղից 2020-2023թթ․, թե՛ Ադրբեջանի տարածքից 1988-1992թթ․ տեղահանվածների և ունեզրկվածների իրավունքների ամբողջական վերականգնմանը, պատմական արդարության և մարդկային արժանապատվության ապահովմանը։
