Եղիշե Կիրակոսյանը ՄԱԿ-ի դատարանում ընթերցել է Հայաստանի 10 պահանջները

ՄԻԵԴ-ում ՀՀ ներկայացուցիչ Եղիշե Կիրակոսյանը դատարանում լսումների ժամանակ ընթերցեց Հայաստանի 10 պահանջները:
«2023 թվականի սեպտեմբերի 28-ին միջանկյալ միջոցի դիմումի հիման վրա և բանավոր նիստի հիման վրա Հայաստանը ամենայն հարգանքով խնդրում է, որ դատարանը կիրառի հետևյալ միջանկյալ միջոցները նախքան գործով որոշման կայացումը»,- ասաց նա:
Միջանկյալ միջոցները նշված են ստորև.
1. Ադրբեջանը չպետք է ձեռնարկի այնպիսի միջոցներ, որոնք կարող են առաջացնել կոնվենցիայով իր պարտավորությունների խախտումներ:
2. Ադրբեջանը չպետք է կատարի գործողություններ, որոնց նպատակն է ուղղակիորեն կամ անուղղակիորեն կամ որոնց հետևանքն է տեղահանել ԼՂ-ում մնացող հայազգիներին կամ կանխել վերջին ռազմական հարձակումների ընթացքում տեղահանված անձանց արագ և ապահով վերադարձն իրենց տներ, այդ թվում՝ այն անձանց, որոնք փախել են Հայաստան կամ երրորդ պետություններ՝ միևնույն ժամանակ թույլ տալով նրանց, ովքեր ցանկանում են հեռանալ ԼՂ-ից, դա անել առանց խոչընդոտների:
3. Ադրբեջանը պարտավոր է ռազմական և իրավապահ ողջ անձնակազմը հեռացնել ԼՂ քաղաքացիական բոլոր բնակավայրերից, որոնք զբաղեցրել են 2023 թվականին սեպտեմբերի 19-ի զինված հարձակման հետևանքով:
4. Ադրբեջանը պետք է օգնի և խոչընդոտ չառաջացնի, որ ՄԱԿ-ը և վերջինիս մասնագիտացված գործակալությունները կարողանան աշխատել ԼՂ էթնիկ հայերի հետ: Ադրբեջանը չպետք է միջամտի որևէ կերպ նրանց գործունեությանը:
5. Ադրբեջանը պետք է օգնի և չպետք է որևէ կերպ խոչընդոտի, որ ԿԽՄԿ-ն կարողանա մարդասիրական օգնություն ցուցաբերել ԼՂ էթնիկ հայերին. Ադրբեջանը պարտավոր է համագործակցել ԿԽՄԿ-ի հետ, որպեսզի հաղթահարվեն վերջին հակամարտության մյուս հետևանքները:
6. Ադրբեջանը պարտավոր է անմիջապես ապահովել կոմունալ ծառայությունների, այդ թվում՝ գազի և էլեկտրաէներգիայի լիարժեք վերականգնումը ԼՂ-ում, և պետք է ապագայում դա չդադարի:
7. Ադրբեջանը պարտավոր է պատժիչ գործողություններ չձեռնարկել ԼՂ-ի ներկայիս կամ նախկին քաղաքական ներկայացուցիչների կամ ռազմական անձնակազմի նկատմամբ:
8. Ադրբեջանը չպետք է ձևափոխի կամ ոչնչացնի որևէ հուշարձան՝ նվիրված 1915-ի Հայոց ցեղասպանության զոհերի հիշատակին կամ որևէ այլ հուշարձան կամ հայկական մշակույթի վայր կամ հուշարձան, որը դեռ կա ԼՂ-ում:
9. Ադրբեջանը պարտավոր է ճանաչել և օրինական համարել քաղաքացիական գրանցամատյանները, անձը հաստատող փաստաթղթերը, գույքի իրավունքները և ռեգիստրները, որոնք ստեղծված են եղել ԼՂ իշխանությունների կողմից:
10. Ադրբեջանը պարտավոր է դատարանին հաշվետվություն ներկայացնել բոլոր միջոցառումների վերաբերյալ, որոնք պետք է ձեռնարկի այս կարգադրությունն իրագործելու ուղղությամբ տվյալ որոշման կայացումից հետո 1 ամսվա ընթացքում, որից հետո յուրաքանչյուր 3 ամիսը մեկ անգամ, մինչև որ դատարանը այս գործով վերջնական որոշում կայացնի:
