Բռնի տեղահանված արցախցիներն անխոս մեծ թվով խնդիրներ ունեն, սակայն նրանց Հայաստանում մնալուն և չարտագաղթելուն ուղղված առաջին քայլը պետք է լինի նրանց մշտական տանիքով ապահովելու ծրագրերը:

Այս մասին ֆեյսբուքյան իր էջում գրել է ԱԺ «Պատիվ ունեմ» խմբակցության քարտուղար Տիգրան Աբրահամյանը:

«Պետք է սահմանվի հստակ չափորոշիչներ, ըստ դրա կազմվի բնակարանային կարիքներ ունեցողների ցանկը:

Առաջնահերթություն պետք է սահմանվեն Հայրենիքի պաշտպանության այս 3 տասնամյակների ընթացքում նահատակված հերոսների ընտանիքների, բազմազավակ ընտանիքների և այլ խմբերի համար:

Ընդ որում` հրատապություն սահմանել այն ընտանիքների համար, որոնք վերջին 30 տարվա ընթացքում, պատերազմական գործողությունների ժամանակ, մեկից ավելի զոհ են ունեցել: Ցավոք, այդպիսի ընտանիքները քիչ չեն:

Որոնք են այն հիմնական ֆինանսական աղբյուրները, որոնք պետք է ուղղվեն բնակարաշինության այս մեծ ծրագրին:

Առաջին, Արցախին յուրաքանչյուր տարի հատկացվող ֆինանսական միջոցները` Արցախի Հանրապետության բյուջեի չափով:

Երկրորդ, միջազգային այն կազմակերպություններն ու երկրները, որոնք հայտարարել են ստեղծված իրավիճակում գումարներ հատկացնելու մասին, դրանք պետք է ամբողջությամբ կամ մեծամասամբ ուղղել այս ծրագրի իրագործմանը: Պետք է մեծ աշխատանքներ տանել, դրսից նախատեսված միջոցների էական մեծացման ուղղությամբ:

Երրորդ, պետք է կրճատել ՀՀ պետական բյուջեով նախատեսված բոլոր շռայլությունները` պարգևավճարներից մինչև չիրագործվող կապիտալ ծախսեր, որոնց կատարողականը խայտառակ մակարդակի վրա է և ամբողջությամբ ուղղել այս կարիքների բավարարմանը:

Չորրորդ, պետական բյուջեով նախատեսված բնակարանային արտոնությունների տարատեսակ ծրագրերից ևս` նվազագույնն առաջիկա 3-5 տարին, ուղղել արցախցիններին բնակարաններով ապահովելուն»,- գրել է նա:
