Դեռ որքան կարժեզրկվի ռուբլին եւ ինչպես մեղմել հարվածը Հայաստանի տնտեսության վրա

«Ժամանակ» թերթը գրում է. «Միջազգային վերջին զարգացումները ցույց են տալիս, որ աշխարհի նոր ազդեցության վերաբաժանումներ են տեղի ունենում, եւ նավթի գների նկատմամբ փոփոխությունները ոչ այնքան տնտեսական, որքան քաղաքական հիմնավորումներ ունեն,- մեզ հետ զրույցում նշեց ԱԺ ՀՅԴ խմբակցության պատգամավոր Արծվիկ Մինասյանը՝ անդրադառնալով աշխարհում նավթի եւ բենզինի գնանկման պատճառներին: Իսկ թե ինչով է պայմանավորված այն, որ այդ գնանկումը չի անդրադառնում հայաստանյան գների վրա, Արծվիկ Մինասյանն առանձնացրեց մի քանի պատճառ:
«Առաջինը՝ շուկայում ոչ բավարար մրցակցային վիճակն է, երկրորդը՝ Հայաստանի հարկային օրենսդրությունը ֆիքսված գներ է սահմանում՝ հարկման տեսանկյունից: Պատական մարմինն ամենեւին շահագրգռված չէ գների իջեցում արձանագրելու ուղղությամբ: Երրորդ կարեւոր հանգամանքը՝ արագացված բորսայական ցուցանիշները ցույց են տալիս, որ նավթի եւ բենզինի գների անկումները եւ վերելքները խիստ անկանխատեսելի բնույթ են կրում, ուստի գործարարների առանձին հատվածը չի կարող նման ճկունությամբ իջեցնել կամ բարձրացնել գները»:
Արծվիկ Մինասյանի կարծիքով՝ Հայաստանը պետք է անցում կատարի բորսայական համակարգի: Նրա համոզմամբ, եթե բորսայական համակարգով գնագոյացում տեղի ունենա Հայաստանում, եւ շուկան ավելի մրցակցային լինի, որոշակի գների կտրուկ անկման ականատես կլինենք:
Արծվիկ Մինասյանի դիտարկմամբ՝ տրանսֆերտների անկումը հիմնականում պայմանավորված է ռուսական շուկայում ստեղծված իրավիճակով, մասնավորապես միջազգային ճնշումների ներքո ռուսական տնտեսության անկմամբ:
Անդրադառնալով ռուբլու արժեզրկմանը՝ Արծվիկ Մինասյանը արտարժույթ ունեցող ՀՀ քաղաքացիներին խորհուրդ տվեց զամբյուղ ձեւավորել՝ իրենց գումարը տարբեր արտարժույթների վերածելով՝ ռուբլու, դոլարի, ֆունտ ստեռլինգի, եվրոյի, որպեսզի հավասարակշռեն եւ տատանումներից վնասներ չկրեն:
Թե որքան կարժեզրկվի ռուբլին, Արծվիկ Մինասյանի խոսքով, անկանխատեսելի է. դա կախված է մի կողմից միջազգային խաղացողների քաղաքականության որոշումներից, մյուս կողմից՝ Ռուսաստանի տնտեսության ֆունդամենտալներից՝ թե որքան հանքահումքային պաշար եւ ինչպիսի սխեմա է նախատեսում Ռուսաստանը»:
