Կառավարությունն իր այսօրվա՝ հոկտեմբերի 26-ի նիստում հավանություն տվեց «ՀՀ պետական պարգևների ու պատվավոր կոչումների մասին» օրենքում եւ հարակից այլ օրենքներում փոփոխությունների նախագծին:

Նախագծով առաջարկվում է հանել ժողովրդականի  կամ վաստակավորի կոչումները: Մասնավորապես, առաջարկվում է հանել հետեւյալ կոչումները. ՀՀ ժողովրդական արտիստ, ՀՀ ժողովրդական նկարիչ, ՀՀ գիտության վաստակավոր գործիչ, վաստակավոր ճարտարապետ, վաստակավոր շինարար,  վաստակավոր բժիշկ, վաստակավոր իրավաբան, վաստակավոր արտիստ, վաստակավոր նկարիչ, արվեստի վաստակավոր գործիչ, մշակույթի վաստակավոր գործիչ, վաստակավոր մանկավարժ, վաստակավոր լրագրող, տնտեսության վաստակավոր աշխատող, ֆիզիկական կուլտուրայի և սպորտի վաստակավոր գործիչ, վաստակավոր մարզիչ:

Նախագծի շրջանակում առաջարկվում է վերանայել ՀՀ-ում շնորհվող պատվավոր կոչումների համակարգը՝ սահմանելով միայն թիմերի խրախուսմանն ուղղված մեկ հավաքական պատվավոր կոչում՝ ՀՀ վաստակավոր կոլեկտիվ պատվավոր կոչումը:

Դա կապահովի առանձին բնագավառներում ոլորտի մասնագետների հավասար պայմաններում ինքնադրսևորվելու ու ստեղծագործելու, իրենց գործունեությանը հանրությանը ներկայացնելու օբյեկտիվ և հավասար հնարավորություն։

Որոշման հիմնավորման մեջ, մասնավորապես, ասվում է, որ պատվավոր կոչումների շնորհումը հաճախ բացասաբար է ազդում առանձին մասնագիտական հանրույթի ներսում առաջացող հարաբերությունների վրա:

Օրինակ, որևէ արվեստագետի կամ մշակութային գործչի ժողովրդական լինելը չի կարող գնահատվել կամ որոշվել այս կամ այն փորձագիտական խմբի հայեցողությամբ: «Ժողովրդականություն», «վաստակավորություն» հասկացությունները չափելի և որևէ կոնկրետ չափանիշով գնահատելի չեն:

Ակնհայտ է, որ «ժողովրդական» կոչումն ունի զուտ բարոյական նշանակություն, արտացոլում է ստեղծագործողի ժողովրդականությունը, հանրային ճանաչելիությունը, նրա կերպարի և գործունեության հանրային ընկալումը, ինչը չի կարող ո՛չ ստուգվել կամ չափվել, ո՛չ էլ առավել ևս վավերացվել կամ մերժվել որևէ իրավասու պետական մարմնի կողմից:

Տիտղոսները վարկանիշային անձեռնմխելիության դեր են կատարում, որ կանխում է տվյալ կառույցի ղեկավարի անկաշկանդ կադրային քաղաքականություն և ստեղծագործական սերնդափոխություն իրականացնելու իրավունքն ու հնարավորությունը:
