Կարևոր եմ համարում Արևելք-Արևմուտք, Հյուսիս-Հարավ գլոբալ քննարկումից առաջ գիտակցել, որ մենք գտնվում ենք հարավկովկասյան տարածաշրջանում, ունենք 4 հարևան և նրանց հետ հարաբերությունների մեջ են թաքնված այն բոլոր հիմնական սպառնալիքներն ու հնարավորությունները, որ մենք կարող ենք ունենալ: Այս մասին ԱԺ–ում 2024 թվականի պետական բյուջեի նախագծի քննարկումների ժամանակ այս մասին հայտարարեց ՀՀ վարչապետ Նիկոլ Փաշինյանը։

«Կարևոր է Վրաստանի և Իրանի հետ մեր հարաբերությունների բարեկամական համագործակցային բնույթի հետագա զարգացումը և հարաբերությունների կարգավորումը Ադրբեջանի և Թուրքիայի հետ:

Մեր պլանների մեջ է Ադրբեջանի հետ խաղաղության և հարաբերությունների կարգավորման պայմանագիր ստորագրելը և Թուրքիայի հետ հարաբերությունների կարգավորումը, որքան էլ գիտակցում ենք, որ դա հեշտ չի լինելու։ 

Ադրբեջանի հետ հարաբերությունների կարգավորման և խաղաղության երեք հիմնական սկզբունքները համաձայնեցված են և եթե կողմերը մնում են հավատարիմ այդ համաձայնեցված սկզբունքներին՝ խաղաղության և հարաբերությունների կարգավորման պայմանագրի ստորագրումը դառնում է իրատեսական»,-ԱԺ-ում հայտարարեց վարչապետ Նիկոլ Փաշինյանը։

Փաշինյանը հիշեցրեց սկզբունքներից մեկը, համաձայն որի` Հայաստանն ու Ադրբեջանը փոխադարձաբար ճանաչում են միմյանց տարածքային ամբողջականությունը` համապատասխանաբար 29.800 ք/կմ և 86.600 ք/կմ։ Նա նշեց, որ այս թվերը հիմք են վերցվել` հասկանալով, որ հետագա քննարկումների ընթացքում տեղի է ունենալու դեմարկացիա և դելիմիտացիա։
 
Վարչապետը հավելեց` այդ թվերը վերցված են խորհրդային հանրագիտարաններից (1977 թ. հրատարակություն)` Հայաստանի խորհրդային սոցիալիստական և Ադրբեջանի խորհրդային սոցիալիստական հանրապետությունների վերաբերյալ վերջին արձանագրումներից։
 
«Երկրորդ սկզբունքն այն է, որ կողմերը համաձայնում են դելիմիտացիա իրականացնել Ալմա Աթայի հռչակագրի հիման վրա։ Սա նշանակում է, որ, ըստ էության, ելնում ենք այն իրողությունից, որ Խորհրդային Միության ժամանակ Հայաստանի և Ադրբեջանի միջև գոյություն ունեցած ադմինիստրատիվ սահմանները դարձել են պետական սահմաններ։
 
Հաջորդ սկզբունքն էլ ներառված է նախորդ 2 սկզբունքում` կողմերի ինքնիշխանության իրավազորության հիման վրա բացվում են տարածաշրջանային կոմունիկացիաները։ Դրանք գործելու են փոխադարձության և հավասարության հիման վրա»,– ասաց նա։
