ՄԻՊ-ի ներկայացուցիչները Սյունիքում և Վայոց Ձորում մշտադիտական այցեր են իրականացրել

ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի Խոշտանգումների և վատ վերաբերմունքի կանխարգելման վարչության ներկայացուցիչները Պաշտպանի հանձնարարությամբ հոկտեմբերի 23-ին և 24-ին չհայտարարված մշտադիտարկման այցեր են իրականացրել ՀՀ Սյունիքի և Վայոց ձորի մարզերում գտնվող ձերբակալված անձանց պահելու վայրեր, ոստիկանության բաժիններ, դատարաններ, ինչպես նաև Սյունիքի մարզային նյարդահոգեբուժական դիսպանսեր:
Այցերի շրջանակներում առանձնազրույցներ են տեղի ունեցել վերը նշված հաստատություններում պահվող անձանց հետ: Պաշտպանի ներկայացուցիչները ծանոթացել են նրանց առողջական վիճակին, մանրակրկիտ ուսումնասիրել են պահվող անձանց և անձնակազմի աշխատանքային պայմանները, փաստաթղթերը, նրանց իրավունքների ապահովման վիճակը, դրանց համապատասխանությունը սահմանված պահանջներին:
Ի տարբերություն նախորդ այցի` այս անգամ դիսպանսերում գրանցվել է աշխատանքների կազմակերպման դրական տեղաշարժ: Միևնույն ժամանակ արձանագրվել է գերբնակեցում, կողապահարանների նվազ քանակ և այլ համակարգային խնդիրներ, որոնք այս պահին ամփոփման փուլում են:
Երկու մարզերում իրականացված մշտադիտարկման ժամանակ ոստիկանության ներկայացուցիչները պատրաստակամ համագործակցել են և տրամադրել պահանջված ամբողջական տեղեկատվությունը:
Ձերբակալված անձանց պահելու վայրերում ևս խնդիրներ են արձանագրվել։ Մասնավորապես տեսակցությունների սենյակներն առանձնացված են ապակե միջնորմով, որը սահմանափակում է տեսակցության ընթացքում անձանց ֆիզիկական շփման հնարավորությունը:
Ազատությունից զրկված անձի և տեսակցողի շփումը կազմակերպվում է սենյակում առկա հեռախոսի միջոցով, ինչը չի համապատասխախում սահմանված պահանջներին։
Չհայտարարված այցերի արդյունքները կամփոփվեն և արձանագրված խնդիրների լուծմանն ուղղված առաջարկները համապատասխան վերլուծության հետ միասին կներկայացվեն իրավասու մարմիններին:
