Այսօր կառավարության որոշմամբ ընդլայնվեց մարտական գործողությունների հետևանքով չօգտագործվող հողատարածքներ ունեցող այն սահմանամերձ համայնքների ցանկը, որտեղ իրականացվող գործունեությունն ազատվում է հարկերից: Ընդլայնվել է արտոնության կիրառման հնարավորությունը նաև սահմանամերձ քաղաքային համայնքների վրա: Նախկինում այն տարածվում էր միայն սահմանամերձ գյուղական տարածքների վրա: Ցանկը համալրվեց Գեղարքունիքի մարզի Ճամբարակ և Տավուշի մարզի Բերդ քաղաքային համայնքներով, որոնք համարվում են մարտական գործողությունների հետևանքով առավել տուժած համայնքներ:

Փոփոխության անհրաժեշտությունը պայմանավորված էր նրանով, որ սահմանամերձ համայնքներում արտադրական գործունեության իրականացման դեպքում առաջանալու են լոգիստիկայի հետ կապված խնդիրներ: Քանի որ սահմանամերձ գյուղական համայնքներում ենթակառուցվածքները պատշաճ մակարդակի վրա չեն գտնվում և չեն համապատասխանում միջազգային ստանդարտներին, ինչը բարդացնում է լոգիստիկան, մասնավորապես հումքի մատակարարման, արտադրանքի իրացման և արտահանման նպատակով բեռնափոխադրումները: Սակայն սահմանամերձ գյուղական համայնքներում արտադրական գործունեության որոշակի մասի իրականացման անհնարինության պարագայում այդ գործունեությունն իրականացվում է սահմանամերձ քաղաքային համայնքներում:

Տվյալ պարագայում սահմանամերձ քաղաքային և գյուղական համայնքում իրականացվող գործունեությունը դառնում է մեկ ընդհանուր արտադրական գործընթաց, ուստի գոյություն ունեցող տարանջատումը, թե արտադրական գործընթացի որ մասն է իրականացվում գյուղական համայնքում և այդ հատվածի համար սահմանել արտոնություններ նպատակահարմար չէր: 
Վերոնշյալ արտոնությունների սահմանումը առավել նպաստավոր պայմաններ կստեղծի տնտեսվարող սուբյեկտների համար սահմանամերձ համայնքներում գործունեություն ծավալելու համար: Մասնավորապես «Տավուշ Տեքստիլ» ՍՊԸ-ն նախատեսում է սահմանամերձ գյուղերում (գ. Չորաթան, գ. Արծվաբերդ, գ. Պառավաքար, գ. Այգեձոր) սկսել տեքստիլ ապրանքների լայնածավալ արտադրություն: Ընկերության գործունեության արդունքում ՀՀ Տավուշի մարզի սամանամերձ գյուղերում ստեղծվելու են մի քանի գործարաններ, ինչպես նաև մինչև 1000 աշխատատեղեր, ինչն ապագայում նախատեսվում է հասցնել մինչև 2500-ի:

Փոփոխությունը պայմանավորված է տնտեսվարող սուբյեկտների համար բարենպաստ պայմաններ ստեղծելու անհրաժեշտությամբ, բնակչության զբաղվածությնան ապահովմամբ, ինչն իր հերթին կնպաստի սահմանամերձ համայնքներում տնտեսական գործունեության ակտիվացմանն ու խթանմանը,:

Մեկ այն որոշմամբ 2016 թվականի համար ապահովվեց Սահմանամերձ համայնքների սոցիալական աջակցության մասին ՀՀ օրենքի կիրարկումը: Համաձայն նշված օրենքի ՀՀ կառավարության կողմից հաստատված ցանկում ներառված սահմանամերձ համայնքների ընտանիքներին տրվում է բնական գազի, էլեկտրաէներգիայի, ոռոգման ջրի սակագնի մասնակի ու գույքահարկի և հողի հարկի փոխհատուցում: Որոշվեց անփոփոխ թողնել կառավարության կողմից սահմանած փոխհատուցման ենթակա ծավալներն ու փոխհատուցման կարգը նաև այս տարվա համար:
