Նախադպրոցական կրթական ծրագրերն ու ծառայությունները պետք է մինչև 2023 թ. դեկտեմբերի 30-ը գործունեության լիցենզիա ստանան

«Նախադպրոցական կրթության մասին» օրենքի փոփոխությամբ սահմանվել է, որ պարտադիր լիցենզավորման են ենթակա ոչ միայն նախադպրոցական այլընտրանքային (բացառությամբ՝ փորձարարական), այլև նախադպրոցական ծառայությունների ծրագրերը:
ԿԳՄՍ նախարարի 2023 թվականի հոկտեմբերի 31-ի N 138-Ն հրամանով փոփոխություններ են կատարվել 2022 թվականի դեկտեմբերի 9-ի N 81-Ն հրամանում՝ ազդարարելով գործընթացի մեկնարկը:
Այն կազմակերպությունները, որոնք իրականացնում են հեղինակային կամ այլընտրանքային կրթական ծրագրեր և մատուցում են նախադպրոցական ծառայություններ, պետք է իրենց ծրագրերը ներկայացնեն ԿԳՄՍ նախարարություն. փորձաքննությամբ հաստատվելուց հետո դրանք կկարողանան դիմել լիցենզավորման:
Ըստ սահմանված ժամկետի՝ նախադպրոցական կրթական ծրագրերն ու ծառայությունները մինչև 2023 թ. դեկտեմբերի 30-ը պետք է գործունեության լիցենզիա ստանան, այլապես նրանց գործունեությունը կդիտվի անօրինական:
Նախադպրոցական ծառայությունն իրավաբանական անձի կարգավիճակ ունեցող կազմակերպության կամ դրա ստորաբաժանման կողմից նախադպրոցական տարիքի երեխայի կրթությանը և զարգացմանը միտված ծառայություն է, որն իրականացվում է կրթության պետական կառավարման լիազորված մարմնի երաշխավորած ծրագրի հիման վրա:
Նախադպրոցական կրթական ծրագիր (ծրագրեր) և (կամ) նախադպրոցական ծառայություն կարող է (են) կազմակերպվել պետական, համայնքային և ոչ պետական նախադպրոցական ուսումնական հաստատությունում, հանրակրթական ծրագրեր իրականացնող ուսումնական հաստատությունների նախակրթարանում, պետական և ոչ պետական կազմակերպությունների առանձնացված ստորաբաժանումում, լրացուցիչ կրթության և արտադպրոցական դաստիարակության կազմակերպությունում (կամ դրա ստորաբաժանումում), երեխայի կրթության և զարգացման կազմակերպությունում՝ համապատասխան լիցենզիայի առկայության հիմքով։
Նշենք՝ սահմանվել են նաև նախադպրոցական այլընտրանքային, լրացուցիչ կրթական ծրագրերի և նախադպրոցական ծառայությունների բովանդակությանը ներկայացվող պահանջները և դրանց տևողությունը: Լիցենզավորման ենթակա նախադպրոցական կրթական ծրագրին և ծառայությանը ներկայացվող պահանջների սահմանումը նպատակ ունի առավել դյուրին դարձնել նախադպրոցական այլընտրանքային կրթական ծրագրեր և նախադպրոցական ծառայություններ իրականացնող կազմակերպությունների կողմից համապատասխան ծրագրերը ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարի հաստատմանը ներկայացնելը:
Նշենք, որ ներկայում Հայաստանում գործում են ավելի քան 300 կազմակերպություններ` հիմնականում զարգացման կենտրոնների անվան ներքո, որոնք իրականացնում են նախադպրոցական տարբեր կրթական ծրագրեր (այդ թվում՝ այլընտրանքային, հեղինակային) և նախադպրոցական ծառայություններ:
Նմանօրինակ կենտրոնները գտնվում են նախարարության վերահսկողությունից դուրս, սակայն փաստացի զբաղվում են երեխաների կրթությամբ և զարգացմամբ` շատ դեպքերում անտեսելով տվյալ տարիքի երեխաների զարգացման առանձնահատկությունները:
