Առանց պայքարի, առանց արժեքների, առանց.... «Փաստ»

«Փաստ» օրաթերթը գրում է.
Նիկոլ Փաշինյանը նախօրեին խորհրդարանում 2024 թ. պետբյուջեի քննարկման շրջանակում ունեցած «գլխավոր» ելույթում, այսպես ասած՝ բյուջեի «քաղաքական մասը» կամ «ուղերձը» ներկայացնելով, հայտարարեց, թե՝ սա «պատմական ժամանակների պատմական բյուջե է»: Սա այն եզակի դեպքերից է, երբ Փաշինյանի ասածին դժվար է հակաճառել. այո՛, նրա կառավարության ներկայացրած 2024 թ. պետական բյուջեն հիրավի պատմական է: Այն առավել քան պատմական է, որովհետև վերջին 30 տարվա մեջ առաջին անգամ Հայաստանը պետական բյուջե է ընդունում, որի մեջ Արցախը չկա՛: Ընդհանրապես չկա: Սա, միանշանակ ու աներկբա, ԱՆՆԱԽԱԴԵՊ է: Ավելին, Փաշինյանը բյուջետային «ուղերձ» է բարձրաձայնում և ծպտո՛ւն իսկ չի հանում Արցախի մասին:
Ոչ մի բառ: Փաշինյանը նաև Հայաստան պետության մասին է խոսում, բայց ո՛չ հայ ազգի մասին: Փաշինյանը կազմել ու ներկայացնում է բյուջե, որտեղ ոստիկանության (պատժիչ օրգանների) հատկացումները աճել են տասնյակ տոկոսներով, իսկ գիտության, գիտական հաստատությունների համար նախատեսված հատկացումները գրոշներ են, մոտ եռապատիկ նվազ՝ անհրաժեշտից: Կազմել ու ներկայացնում է բյուջե, երբ տնտեսության աճը կայուն չէ, վիճակագրվող աճն էլ «փուչիկային» գործոնների վրա է՝ խաղամոլական «բիզնես», վարկային ներարկումներ, աշխատանքային միգրանտներ, ասիական երկրներից ներհոսած էժանագին աշխատուժի անխնա շահագործում...
«Աճ», որն անխուսափելիորեն բերելու է փակուղու և հանգեցնելու է ճգնաժամի, քաղաքականություն, որը հանգեցնելու է Հայաստանն անվճարունակ պարտապան հռչակելու: Արդյունք չստեղծող բյուջե, ինչպես եղել է 2018 թվականից սկսած բոլոր տարիներին: Ու պատահական չէ, որ միայն Գլոբալ ինովացիոն ինդեքսով ՀՀ–ն հասել է պատմական մինիմումի՝ 72–րդ տեղ, ինչը նշանակում է, որ հինգ տարում նահանջել ենք 15 հորիզոնականով: Խոսուն է, չէ՞: Իսկ ընդհանուր առմամբ այդ բյուջեի, ինչպես և այս իշխանության գործունեության ողջ «գաղափարական հենքը» պայքարից, արժեքներից հրաժարվելն է: Ինչի՞ համար է այդ բյուջեն՝ որկորը լցնելո՞ւ:
Այսինքն, ի՞նչ է ուզում ասել Նիկոլ Փաշինյանը. թե՝ որպես ազգ ստամոքսից զատ ուրիշ նպատակ չունե՞նք: Բայց մի՞թե կարելի է պետականակիր համարել այն հանրույթը, որի միակ նպատակը... փորը լցնելն է: Չի կարելի: Բայց գուցե իշխանությունների վերջնանպատակը հենց դա՞ է...
