«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարության՝ հանրային քննարկման ներկայացված նախագծով առաջարկվում է սահմանել հանրապետության տարածքում առկա գործող աղբավայրերի և աղբանոցների բարեկարգման, շահագործման և փակման նվազագույն նորմերը: Ակնկալվում է ապահովել էկոլոգիապես անվտանգ պայմաններ, նվազեցնել կամ չեզոքացնել մարդու առողջության և շրջակա միջավայրի վրա աղբավայրերի բացասական և վտանգավոր ազդեցությունները:

Կառավարության 2021 թ.-ի ապրիլի 1-ի թիվ 464-Լ որոշմամբ հաստատվել է «Աղբահանության համակարգի ռազմավարությունը և ռազմավարության կիրարկումն ապահովող 2021-2023 թթ. միջոցառումների ծրագիրը», որով ամրագրվել է գործող աղբանոցների բարեկարգումը և այն աղբանոցների փակումը, որոնց արդիականացումը կդիտվի ոչ նպատակահարմար: Հեռանկարային զարգացումների տեսանկյունից կստեղծվեն սահմանափակ թվով տարածաշրջանային ԵՄ չափանիշներին համապատասխան աղբավայրեր։ Վերակառուցման և զարգացման եվրոպական բանկի աջակցությամբ Կոտայքի և Գեղարքունիքի մարզերի կոշտ կենցաղային թափոնների կառավարման ծրագրի շրջանակներում Հրազդան համայնքում արդեն իսկ կառուցվել է հանրապետությունում առաջին սանիտարական աղբավայրը, Ակունք և Մարտունի բնակավայրերում փոխաբեռնման կայանները, մշակվել են բոլոր բնակավայրերի համար աղբահանության սխեմաները, և ներկայումս իրականացվում են անհրաժեշտ մեքենասարքավորումների գնման գործընթացները։

Համակարգը և աղբավայրի շահագործումը նախատեսվում է ներդնել 2024 թ.-ին։ Բանկի աջակցությամբ նախատեսվում է Երևանում կառուցել ԵՄ չափանիշներին համապատասխան սանիտարական աղբավայր, փակել Երևանի գործող աղբավայրը։ Բանկի աջակցությամբ նախատեսվում է նաև «ՀՀ 8 մարզերի կոշտ թափոնների կառավարման ինտեգրված համակարգի ներդրում» ծրագրի իրականացումը, որի շրջանակներում նախատեսվում է գոտիավորել ՀՀ տարածքը՝ կոշտ թափոնների կառավարման մասով, ստեղծել ինստիտուցիոնալ և կառավարման արդյունավետ համակարգ, այնուհետև ըստ գոտիների իրականացնել կապիտալ ծրագրեր:

Հաշվի առնելով, որ ՎԶԵԲ-ի աջակցությամբ մեկնարկած ծրագրի շրջանակներում նախատեսվող սանիտարական աղբավայրերի կառուցման աշխատանքները, Երևանում նախատեսվող սանիտարական աղբավայրի կառուցման գործընթացները բավականին ժամանակ կպահանջեն, անհրաժեշտ է բարեկարգել գործող աղբանոցները։Նախագծով ամրագրվում են, թե ինչպիսի աղբ չի թույլատրվում տեղադրել կոշտ կենցաղային թափոնների աղբավայրում, աղբավայրի տարածքում աղբի այրման արգելքը, հակահրդեհային միջոցների ձեռնարկման պահանջները։ Որպես նվազագույն նորմ ու պահանջ՝ սահմանվում են աղբավայրի տարածքի սահմանազատումը ցանկապատով, մուտքերի կահավորումը և այլն։
