Օրերս ՌԴ նախագահ Վլադիմիր Պուտինը հայտարարեց, որ ՀԱՊԿ անդամ պետությունների ղեկավարները կքննարկեն միասնական ՀՕՊ համակարգի ձևավորումը:
Հայաստանը, ինչպես հայտնի է, երեկ Մինսկում ներկա չէր և չմասնակցեց ՀԱՊԿ գագաթնաժողովին, արդյո՞ք դա կխանգարի Հայաստանին օգտվել այդ համակարգից: Եվ առհասարակ՝ ի՞նչ մակարդակում են հայ-ռուսական հարաբերություններն, ու ուր կարող է բերել ՀՀ իշխանությունների ընդգծված դեմարշը:
Այս և այլ հարցերի շուրջ MediaHub-ը զրուցեց ՊՆ նախկին փոխնախարար, ՀՀԿ ԳՄ անդամ Արտակ Զաքարյանի հետ։
Վերջինս հիշեցրեց, որ 2017թ-ին ՀՀ-ն վավերացրել է ՀԱՊԿ-ի շրջանակներում պայմանագիր, որը հայ-ռուսական ՀՕՊ միասնական համակարգի ձևավորման մասին էր, իսկ թե ինչու չկարողացան պատշաճ կերպով օգտվել այդ համակարգից թերևս քաղաքական հարց է։
«Ինձ թվում է պարզ է, թե ինչն է խնդիրը եղել։ Եթե հիմա նոր ՀՕՊ համակարգի մասին է խոսքը, ապա Հայաստանը միանշանակ ունի դրա կարիքը, և երկրորդ կարծիք այս հարցում չի կարող լինել։ Ինձ համար տարօրինակ է իշխանություն կոչեցյալների և ՀԱՊԿ-ի էպոպեան, որից ՀԱՊԿ-ը չի տուժելու, իսկ ՀՀ-ի համար հետևանքներն ակնհայտ են լինելու»,- ասաց Զաքարյանը։
Անդրադառնալով առկա իրավիճակի, սահմանին ադրբեջանական զինտեխնիկայի կուտակումների մասին լուրերին ու սրա ֆոնին անդամակցության գրեթե սառեցմանը ՀԱՊԿ-ի հետ՝ մեր զրուցակիցը նշեց, որ այս իշխանությունները փորձում են դիվերսիֆիկացնել կամ այլ վայրերում անվտանգության հարցում նոր գործընկերների փնտրտուք իրականացնել։
Այն, ըստ Զաքարյանի, չի ստացվի, որովհետև «աշխարհաքաղաքական իրավիճակը ցույց տվեց, որ ոչ մի պետություն ոչ մի այլ պետությանը լիարժեք անվտանգային երաշխիքներ չի կարող տրամադրել»:
«Ռազմատեխնիկական աջակցությունը կամ զենքի վաճառքը դեռ չեն կարող համարվել անվտանգային երաշխիք: Անվտանգության խնդիրը կենսական կարևորագույն հարց է դարձել ՀՀ-ի համար: Ադրբեջանը պարզ տեսնում է, որ ՀՀ քաղաքականությանն այսօր անլուրջ են վերաբերվում բոլոր կողմերում։ Եվ յուրաքանչյուրը փորձում է իր շահն առաջ տանել Հայաստանի սխալ գործողությունների հաշվին: Այս ամենից բխում է այն, որ Ադրբեջանը, ոգևորված լինելով նախորդ գործողությունների համար անպատիժ մնալուց, կգնա ռազմական նոր արկածախնդրության, որին մենք պետք է պատրաստ լինենք»,- եզրափակեց Զաքարյանը:
