Քաղաքացիական գիտակցության մեջ խիստ անհրաժեշտ ու կարևոր է նաև սերմանել, որ երկրում տիրող իրավիճակի մասին կարծիք ունենալըխն ու հասարակական կյանքին ակտիվ մասնակցությունը դեռ չի նշանակում քաղաքականությամբ զբաղվել, և այդ կարծիքն արտահայտելը քեզ չի դարձնում քաղաքական գործիչ։
«ՔԱՂԱԿԱՆՈՒԹՅԱՄԲ ՉԵՄ ԶԲԱՂՎՈՒՄ» խիստ կործանարար թեզը ժողովրդի շրջանում արմատավորելն ունեցել է մեկ նպատակ` քաղաքացիական գիտակցության մեջ մտցնել, որ պետության ներքին խնդիրների, գործընթացների մասին չի կարելի ունենալ անձնական տեսակետ և պետք է հեռու մնալ ամեն տեսակ իրողություններից` որդեգրելով ջայլամի վարքագիծ։ Մինչդեռ նորմալ պետություններում քաղաքացու ակտիվությունն ու ոչ անտարբեր վարքագիծը խրախուսվում են, քանզի ո՞վ, եթե ոչ տվյալ պետության հենց քաղաքացին իրավունք ունի ասել արդյոք օրվա ռեժիմի վարած թե' արտաքին, և թե' ներքին քաղաքականությունը որքանով է դրական ազդեցություն ունեցել իր կյանքի վրա։
Այնպես որ, սիրելի' քաղաքացի, «ես քաղաքականությամբ չեմ զբաղվում» ինքնարդարացնող պատճառաբանությունը քեզ չի ազատում քո երկրի հանդեպ ծննդյան օրից ձեռքբերված պատասխանատվությունից։
