Կգործարկվի հարթակ, որի միջոցով ԼՂ-ից տեղահանված կենսաթոշակառուները կինտեգրվեն ՀՀ կենսաթոշակային համակարգին

Աշխատանքի և սոցիալական հարցերի նախարարի տեղակալ Դավիթ Խաչատրյանը և աշխատանքի և սոցիալական հարցերի նախարարի մամուլի քարտուղար Զարուհի Մանուչարյանը հումանիտար կենտրոնում կայացած ճեպազրույցի ընթացքում մանրամասներ են ներկայացրել բռնի տեղահանված մեր հայրենակիցներին կենսաթոշակների և նպաստների հետ կապված գործընթացների վերաբերյալ:
Դավիթ Խաչատրյանի ներկայացմամբ՝ Ազգային ժողովը երկրորդ ընթերցմամբ և 24-ժամյա ռեժիմով Լեռնային Ղարաբաղից տեղահանված հայրենակիցների կենսաթոշակների, նպաստների վճարման մասով որոշակի կարգավորումներ է հաստատել երկու օրենքում: Արդյունքում՝ կառավարությանը լիազորություն է տրվել որոշակի առանձնահատկություններ սահմանել Լեռնային Ղարաբաղից տեղահանված հայրենակիցների կենսաթոշակների, նպաստների իրավունքի իրացման մասով:
«Առանձնահատկությունները վերաբերում են այն դեպքերին, երբ կենսաթոշակն արդեն նշանակված է, և մեր հայրենակիցներն ուղղակի պետք է արդեն ստանան Հայաստանի Հանրապետության բյուջեից: Դրա համար անհրաժեշտ էր, որպեսզի նրանց կենսաթոշակային գործերը ՀՀ կենսաթոշակային ընդհանուր համակարգում ներառվեին, և որպեսզի մեր հայրենակիցներին քաշքշուկների մեջ չներառեինք և զրոյից կենսաթոշակի գործի բացման, ստաժի հաշվարկման, կենսաթոշակի հաշվարկման գործընթացներ չսկսեինք, մենք անհրաժեշտություն ունեցանք, որպեսզի օրենքով լիազորություն տրվի կառավարությանը, որպեսզի կառավարությունը կարողանա այն կենսաթոշակառուների համար, ովքեր արդեն նշանակված են եղել, իրենց կենսաթոշակային գործերն ինտեգրել ՀՀ կենսաթոշակային համակարգին առանց որևէ նոր հաշվարկների և հաշվառումների:
Արդեն երեկ Կառավարությունը հաստատեց բոլոր այդ առանձնահատկությունները և կանոնակարգումները»,- նշել է Դավիթ Խաչատրյանը:
Աշխատանքի և սոցիալական հարցերի նախարարի տեղակալի փոխանցմամբ՝ մոտ օրերս կգործարկվի այն հարթակը, որի միջոցով արդեն կենսաթոշակ նշանակված հայրենակիցները կկարողանան դիմել, որպեսզի հնարավոր լինի նրանց ինտեգրել ՀՀ կենսաթոշակային համակարգին:
Դավիթ Խաչատրյանի տեղեկացմամբ՝ դիմումում պետք է նշվի նաև այն բանկը, որով պետք է ստացվի կենսաթոշակը կամ նպաստը: Նա նաև ընդգծել է, որ խոսքը վերաբերում է մինչև 75 տարեկան անձանց: Իսկ 75-ից բարձր անձինք, ինչպես նաև 1-ին կամ 2-րդ հաշմանդամության խումբ ունեցող անձինք այս պահին կամավորության սկզբունքով կարող են ստանալ կանխիկ եղանակով, սակայն կա կենսաթոշակը և նպաստը անկանխիկ եղանակով ստանալու խրախուսման գործիքակազմ: Ըստ այդմ՝ անկանխիկ եղանակով կատարված գործարքների դեպքում հնարավոր է 10 տոկոսի չափով հետվճար ստանալ, բայց ոչ ավելի, քան 5000 դրամը:
Մինչ հարթակի գործարկումը, Լեռնային Ղարաբաղից բռնի տեղահանված անձինք պետք է Հայաստանի բնակության վայրի հաշվառում ունենան, ինչը նշանակում է, որ պետք է դիմել անձնագրային բաժին և հաշվառվել:
Դավիթ Խաչատրյանը նաև պարզաբանել է, որ կենսաթոշակները և նպաստները վճարվելու են միայն ՀՀ օրենսդրությամբ նախատեսված կենսաթոշակների և նպաստների տեսակներին համապատասխան կարգով և չափով: Աշխատանքի և սոցիալական հարցերի նախարարի տեղակալը նաև ընդգծել է, որ ՀՀ օրենսդրությամբ ՀՀ քաղաքացու կենսաթոշակի կամ նպաստի իրավունքը նույնական է և նույնացված է բոլոր նրանց համար, ովքեր ունեն փախստականի կարգավիճակ, և Լեռնային Ղարաբաղից տեղահանված բոլոր անձանց կենսաթոշակի և նպաստի չափի, կարգի, բոլոր իրավունքների մասով կարելի է ասել, որ տարբերություն չկա:
